Job Purpose
The Finance Manager will be responsible for overseeing all finance-related functions within DRC Uganda operations. The role involves leading the country office finance team, ensuring compliance with DRC financial policies, donor regulations, statutory requirements, and providing strategic financial leadership to support effective program implementation and organizational objectives.
The successful candidate will strengthen financial management systems, oversee budgeting and reporting processes, manage audits, support donor compliance, and ensure the effective utilization of the DRC Dynamics Enterprise Resource Planning (ERP) system.

Key Responsibilities

People Management
Leadership & Team Supervision
  • Lead and manage the finance team at the country office.
  • Support workforce planning and resource allocation.
  • Conduct performance management and staff appraisals.
  • Promote employee well-being and professional development.
  • Provide coaching, mentorship, and capacity building to finance staff.
  • Support recruitment, onboarding, probation management, and exit processes.
Capacity Building
  • Develop and implement financial management training initiatives.
  • Strengthen financial management capacity among staff.
  • Provide technical guidance and support to finance and non-finance teams.

Financial Management

Financial Controls & Compliance
  • Reinforce financial procedures and internal control systems in line with:
    • DRC Operations Handbook.
    • Internal financial policies and guidelines.
    • Donor regulations and requirements.
  • Ensure compliance with financial management standards across all country operations.
  • Monitor adherence to donor agreements and funding conditions.
Financial Reporting
  • Support timely preparation and submission of high-quality donor reports.
  • Prepare and submit internal financial reports to country management and Headquarters (HQ).
  • Ensure accuracy, completeness, and timeliness of all financial reporting.
Statutory Compliance
  • Ensure compliance with Uganda's statutory financial obligations.
  • Oversee:
    • Tax compliance.
    • Levies.
    • Statutory deductions.
    • Regulatory financial returns.
  • Ensure timely submission of all statutory requirements.
Budget Management & Financial Planning
  • Ensure effective budgetary control across country programs.
  • Monitor expenditure against approved budgets.
  • Analyze financial performance and identify variances.
  • Support financial forecasting and planning processes.
  • Maintain oversight of funding utilization and resource allocation.
Financial Advisory Support
  • Provide monthly financial briefings to the Senior Management Team.
  • Advise management on financial risks, opportunities, and performance trends.
  • Support informed decision-making through financial analysis and reporting.
Program Financial Management
  • Liaise with Program Managers on key financial matters, including:
    • Co-funding requirements.
    • Financial reporting.
    • Budget variances.
    • Corrective actions.
  • Ensure programs remain financially compliant and sustainable.
Cash Flow Management
  • Collect and review cash forecasts from Program Managers.
  • Request and manage funds in a timely manner.
  • Monitor cash flow and liquidity requirements.
  • Ensure adequate funding is available for program implementation.
Funding Oversight
  • Maintain continuous oversight of project funding levels.
  • Monitor shared support costs and staff salary allocations.
  • Identify funding gaps and recommend corrective measures.
  • Ensure sufficient resources are available to sustain operations.

Audit Management

Audit Preparation & Support
  • Ensure availability of all documentation required for audits.
  • Coordinate audit preparations with country office staff and Headquarters.
  • Prepare for local and donor audits.
  • Facilitate audit processes and address audit findings.
  • Strengthen financial accountability and transparency mechanisms.

Proposal Development & Budgeting

Proposal Budget Development
  • Contribute to proposal development processes.
  • Prepare and review project budgets.
  • Ensure proposed budgets align with donor requirements and operational needs.
  • Support resource mobilization initiatives through effective financial planning.
Master Budget Management
  • Maintain the Country Operations Master Budget.
  • Monitor funding levels against operational requirements.
  • Identify financial gaps and support fundraising efforts.
  • Ensure sustainability of country operations.

DRC Dynamics ERP Management

ERP System Utilization
  • Ensure DRC Dynamics ERP is utilized to its full capacity.
  • Promote efficient use of ERP finance modules.
  • Ensure proper implementation of ERP financial processes.
Data Analysis & Reporting
  • Utilize ERP reports and analytics to improve financial performance.
  • Support evidence-based decision-making through financial data analysis.
  • Monitor system-generated financial reports and trends.
ERP Support Coordination
  • Ensure ERP support structures are established within the country operation.
  • Support ERP super users and finance teams.
  • Facilitate continuous improvement in ERP usage and functionality.

Managerial Accountability

As Finance Manager, the position holder will be accountable for:

  • Making informed decisions based on:
    • DRC Policies.
    • Manuals of Procedures (MOPs).
    • Organizational standards.
    • Technical expert guidance.

Required Qualifications

Education
  • Master's Degree in:
    • Finance.
    • Accounting.
    • Business Administration.
    • Or a related field.

Required Experience

Financial Management Experience
  • Minimum of 5 years' international experience in a senior financial management position.
  • Proven experience managing large and complex budgets.
  • Extensive experience in financial planning, reporting, and compliance.
People Management Experience
  • At least 3 years' experience in people management.
  • Proven leadership and team supervision experience.
Donor & Partner Management
  • Experience working with:
    • National partners.
    • Government authorities.
    • International donors.
Donor Experience
Experience working with donor regulations and guidelines including:
  • UNHCR
  • ECHO
  • OFDA
  • WFP
  • DFID
  • BPRM
