PROCUREMENT OFFICER

Uganda Airlines
Location: Kampala, Uganda
Department: Finance
Reports To: Manager Procurement

Position Summary

The Procurement Officer is responsible for managing procurement activities and processing procurement requisitions to facilitate the timely acquisition of goods, works, and services in compliance with the PPDA Act, PPDA Regulations, and Uganda Airlines Procurement Manual. The role supports procurement planning, supplier management, contract administration, inventory transactions, ERP procurement systems, procurement reporting, and stakeholder coordination to ensure efficient and value-driven procurement operations.
The successful candidate will support strategic sourcing initiatives, ensure compliance with procurement regulations, manage supplier relationships, and contribute to the achievement of Uganda Airlines' operational and business objectives.

Key Duties & Responsibilities

Procurement Planning & Execution
  • Review specifications, Bills of Quantities (BOQs), and Terms of Reference (TORs) submitted by user departments.
  • Provide procurement guidance and feedback to user departments.
  • Prepare solicitation and bidding documents for approval by the Contracts Committee.
  • Conduct procurement processes in accordance with PPDA regulations and company policies.
  • Receive, open, and evaluate bids following approved procurement procedures.
  • Coordinate contract award processes and ensure compliance with Contracts Committee decisions.
  • Prepare Local Purchase Orders (LPOs) for approved procurements.
  • Monitor procurement timelines and ensure timely delivery of goods, works, and services.
ERP Procurement System Management
  • Support implementation and administration of the Oracle ERP Procurement-to-Pay (P2P) cycle.
  • Manage procurement-related system activities including requisitioning, sourcing, supplier registration, supplier qualification, contract management, and reporting.
  • Support inventory transactions including receiving, returns, and material management processes.
  • Ensure procurement data accuracy and integrity within ERP systems.
  • Generate procurement reports and analytics to support management decision-making.
Supplier & Contract Management
  • Maintain an updated supplier database and supplier performance records.
  • Coordinate supplier registration, qualification, and evaluation processes.
  • Monitor supplier performance and recommend improvement initiatives.
  • Support contract administration and maintain procurement documentation.
  • Build and maintain effective supplier relationships to ensure value for money and continuous service delivery.
Stakeholder Coordination
  • Liaise with user departments to ensure procurement requirements are clearly defined and delivered on time.
  • Coordinate with Stores, Engineering, Catering, and other departments regarding procurement deliveries.
  • Provide procurement advisory services and support to internal stakeholders.
  • Facilitate communication between suppliers and user departments throughout contract execution.
Compliance & Governance
  • Ensure compliance with the PPDA Act, PPDA Regulations, and Uganda Airlines Procurement Manual.
  • Maintain complete and accurate procurement records for audit and accountability purposes.
  • Promote transparency, fairness, and integrity throughout procurement processes.
  • Support internal and external procurement audits.
  • Identify procurement risks and recommend mitigation measures.
Reporting & Continuous Improvement
  • Prepare periodic procurement performance reports.
  • Monitor procurement activities and recommend process improvements.
  • Support initiatives aimed at improving procurement efficiency and cost effectiveness.
  • Contribute to the continuous improvement of procurement systems and procedures.
Additional Responsibilities
  • Perform any other duties assigned by the Manager Procurement from time to time.

Qualifications & Experience

  • Bachelor’s Degree in Procurement and Supply Chain Management, Logistics Management, Commerce, Business Administration (Procurement Option), or a related field from a recognized institution.
  • Professional certification and membership with the Institute of Procurement Professionals of Uganda (IPPU) and/or Chartered Institute of Procurement and Supply (CIPS) is required.
  • Minimum of five (5) years of relevant procurement experience in a reputable organization.
  • Demonstrated experience working with ERP systems, preferably Oracle ERP, Microsoft ERP, or similar procurement platforms.
  • Strong knowledge of PPDA laws, regulations, and procurement procedures.
  • Knowledge of stores and inventory management procedures.
  • Understanding of airline procurement processes, aviation supplies, aircraft spare parts procurement, and catering procurement.
  • Experience in contract management and supplier relationship management.

CABIN GROOMER

Position Summary

The Cabin Groomer is responsible for ensuring that Uganda Airlines aircraft cabins are cleaned, sanitized, and prepared to the highest standards before departure. The role contributes to passenger comfort, safety, and overall customer satisfaction by maintaining clean, hygienic, and presentable aircraft interiors in accordance with aviation safety requirements and company procedures.
The successful candidate will support aircraft turnaround operations through efficient cabin cleaning, waste management, cabin preparation, safety compliance, and customer-focused service delivery.

Key Duties & Responsibilities

Aircraft Cabin Cleaning
  • Clean and maintain aircraft cabins according to Uganda Airlines standards and aviation hygiene requirements.
  • Wipe and sanitize cabin surfaces including seats, tray tables, armrests, overhead compartments, and passenger touchpoints.
  • Clean seat pockets and remove litter, debris, and unwanted materials.
  • Vacuum aircraft floors, aisles, seating areas, and cabin carpets.
  • Collect, remove, and dispose of waste from aircraft cabins.
  • Empty and clean waste bins and receptacles.
  • Thoroughly clean and sanitize aircraft lavatories.
  • Use approved cleaning products, disinfectants, and air fresheners where required.
Cabin Preparation & Presentation
  • Restock seat pockets with inflight magazines, safety cards, and promotional materials.
  • Ensure passenger areas and aisles are clear, clean, and ready for boarding.
  • Conduct final cabin presentation checks before departure.
  • Support efficient aircraft turnaround activities within scheduled operational timelines.
  • Maintain a professional cabin appearance that enhances passenger experience.
Safety & Security Compliance
  • Maintain a safe working environment while carrying out cabin cleaning duties.
  • Adhere to all airside safety regulations, operational procedures, and company policies.
  • Safeguard and report lost property or personal belongings left behind by passengers.
  • Handle cleaning equipment, chemicals, and materials safely and responsibly.
  • Comply with Dangerous Goods Regulations (DGR) awareness requirements.
  • Follow occupational health and safety standards at all times.
Customer Service Support
  • Interact professionally and courteously with passengers during transit operations.
  • Promote a positive image of Uganda Airlines through excellent conduct and appearance.

Qualifications & Experience

  • Uganda Advanced Certificate of Education (UACE) or equivalent qualification.
  • Minimum of two (2) years of experience in cleaning services, housekeeping, hospitality, aviation support services, or a related field.
  • Knowledge of cleaning procedures, sanitation standards, and proper handling of cleaning chemicals and equipment.
  • Basic knowledge of airside safety procedures.
  • Awareness of Airside Driving requirements and Dangerous Goods Regulations (DGR) is an added advantage.
  • Ability to work shifts, weekends, public holidays, and flexible schedules.
