Position Summary

The Health Consultant (Gavi 6.0 Application Support) will provide technical leadership and coordination support to UNICEF, the Ministry of Health, Uganda National Expanded Programme on Immunization (UNEPI), and key stakeholders during the development and submission of Uganda's Gavi 6.0 application.
The consultant will support evidence generation, stakeholder engagement, strategic planning, health systems strengthening analysis, immunization financing, technical documentation, proposal development, and quality assurance processes. The role requires strong expertise in immunization systems, public health, health financing, primary health care strengthening, donor proposal development, and multi-stakeholder coordination.
Working under the supervision of the UNICEF Health Specialist (Immunization), the consultant will ensure that all application documents meet Gavi requirements and support successful mobilization of immunization and health systems strengthening investments.

Key Duties & Responsibilities

Gavi 6.0 Application Planning & Coordination
  • Support the Ministry of Health and UNEPI in developing a comprehensive roadmap and operational work plan for the Gavi 6.0 application process.
  • Coordinate planning activities and ensure timely completion of application milestones.
  • Facilitate alignment of application priorities with national health sector strategies and immunization goals.
  • Support overall management of the application development process.
Stakeholder Engagement & Technical Coordination
  • Facilitate coordination among key stakeholders including:
    • Ministry of Health (MoH)
    • UNEPI
    • Ministry of Finance, Planning and Economic Development (MoFPED)
    • Ministry of Gender, Labour and Social Development (MoGLSD)
    • Ministry of Education and Sports (MoES)
    • Ministry of Local Government
    • UNITAG

    • Development Partners
  • Organize technical consultations, meetings, workshops, and validation sessions.
  • Strengthen collaboration among stakeholders to support evidence-based decision-making.
Evidence Review & Health Systems Analysis
  • Review national policies, strategies, assessments, studies, and technical reports relevant to immunization and health systems strengthening.
  • Analyze evidence related to:
    • Immunization Coverage
    • Vaccine Dropout Rates
    • Zero-Dose Children
    • Equity Assessments
    • Social and Behavioral Research
    • Health Financing
    • Service Delivery Systems
    • Supply Chain Performance
    • Primary Health Care Strengthening
  • Identify health system gaps, constraints, and opportunities to inform investment priorities.
Technical Assessment & Investment Prioritization
  • Support technical reviews and prioritization exercises in collaboration with UNITAG and stakeholders.
  • Contribute to discussions on:
    • Health Systems Strengthening Investments
    • Equity-Based Interventions
    • Zero-Dose Strategies
    • Vaccine Preventable Outbreak Preparedness (VPOP)
    • Preventive Immunization Campaigns
    • Domestic Financing
    • Sustainability Planning
    • Resource Optimization
  • Ensure alignment of proposed investments with national priorities and donor requirements.
Health Financing & Costing Support
  • Support costing exercises for proposed interventions and activities.
  • Facilitate alignment of interventions with:
    • Available Funding Envelopes
    • Co-Financing Requirements
    • Sustainability Commitments
    • National Health Priorities
  • Contribute to budgeting discussions and financial planning processes.
  • Support resource allocation and investment optimization efforts.
Proposal Development & Technical Writing
  • Draft and consolidate:
    • Application Narratives
    • Technical Proposals
    • Budgets
    • Costing Tables
    • Implementation Plans
    • Monitoring Frameworks
    • Supporting Annexes
    • Technical Documentation
  • Ensure all documents comply with Gavi guidance, templates, and submission requirements.
  • Produce high-quality technical reports and supporting documentation.
Quality Assurance & Application Review
  • Coordinate technical reviews and validation processes.
  • Facilitate incorporation of comments and recommendations from national and international reviewers.
  • Ensure consistency, quality, completeness, and accuracy of application materials.
  • Conduct final reviews to ensure submission readiness.
Submission Support & Post-Submission Follow-Up
  • Provide editorial, formatting, and packaging support for final application submission.
  • Support responses to Independent Review Committee (IRC) comments and feedback.
  • Assist with revisions and technical clarifications following submission.
  • Ensure timely completion of all post-submission requirements.

Minimum Requirements

Education
  • Master's Degree in:
    • Public Health
    • Epidemiology
    • Health Policy and Planning

    • Global Health
    • Health Systems Strengthening
    • Or a related field
Professional Experience
  • Minimum of 8 years of progressively responsible professional experience in:
    • Immunization Programs
    • Public Health
    • Health Systems Strengthening
    • Health Programme Planning
    • Health Policy Development
  • Demonstrated experience supporting:
    • Gavi Applications
    • Donor Proposals
    • Health Sector Investment Cases
    • National Strategic Plans
  • Strong understanding of:
    • Immunization Systems
    • Primary Health Care (PHC)
    • Equity Programming
    • Health Financing
    • Health Systems Strengthening
  • Experience facilitating multi-stakeholder consultations and technical coordination.
  • Excellent analytical, report writing, proposal development, and technical documentation skills.
  • Familiarity with Uganda's health sector systems and structures is highly desirable.
