POSITION DETAILS
Job Title: Power System Controller (03 Positions)
Department: Network Operations & Maintenance Department
Reports To: Senior Operations Engineer
JOB PURPOSE
Real-time supervision of power system operations with a focus on generation resources optimization, grid reliability, outage management, quality of supply, and safety.
KEY RESULT AREAS
  1. Supervision of real-time demand and supply balance (system frequency kept within +/-1% of nominal).
  2. System voltages maintained within +/-10% of nominal.
  3. Implementing planned outages and management of forced outages, including operational safety.
  4. Compilation of outage statistics.
  5. Optimal dispatch of available generation from cascaded hydro-power plants.
PERSON SPECIFICATIONS, EXPERIENCE AND COMPETENCIES
  • Must have a Higher Diploma in Electrical Engineering.
  • Minimum of 2 years of experience.
  • Experience in the use of SCADA systems for power system operations would be an added advantage.
  • Strong interpersonal and communication skills.
  • Team player.
  • Customer relations skills.
  • Computer skills.

Dispatch Engineer (Generation Planning and Trading)

Reports To
Senior Dispatch Engineer
Job Purpose
To engage all generation plants to provide generation declarations, plan and schedule power production in an optimal way in order to meet system demand, prepare trade bids and submit them into the trading platform, issue dispatch instructions to all generators, schedule cleared interchanges in the Automatic Generation Control (AGC) server, and carry out generation-demand forecasts.
Key Results Areas
1. Generation Planning and Scheduling
  • Generation planning and generator scheduling (day-ahead and weekly).
  • Daily engagement with power plants, eligible generators, and eligible consumers for availability and consumption declarations.
2. Power Trading Operations
  • Assess and determine Available Transmission Capacity (ATC) inputs for power trading.
  • Prepare Day-Ahead Market (DAM) bids for power trading.
  • Schedule DAM exchange volumes in the AGC server.
3. Dispatch Coordination
  • Issue dispatch instructions to generation plants.
  • Confirm available generation capacity to eligible consumers.
4. Reporting & Analysis
  • Generation reporting.
  • Forward physical market planning.
  • Power system analysis to support system operation decisions.
Person Specifications, Experience and Competencies
Qualifications
  • Bachelor’s Degree in Electrical Engineering.
Experience
  • Minimum of two (2) years’ experience in power system operations.
  • Experience in generation planning is an added advantage.
Competencies
  • Leadership and supervisory skills.
  • Good communication skills.
  • Strong analytical skills.

The Position is located at the UETCL National Control Center and the position holder shall prepare power system operational reports for production, demand and outages; and monitor and report on production performance of generators, distributors and other customers.
Key Result Areas
1. System Operations Reporting
  • Production of system operations reports.
2. Reconciliations
  • Generation and Demand reconciliations.
  • Deemed Energy and Availability reconciliations.
  • Market operator transaction reconciliations.
  • Wheeling loss reconciliations.
3. Analysis & Statistics
  • Outage statistics compilation and analysis.
  • Ensure operational statistics are well maintained and up-to-date.
Qualifications, Experience and Competencies
Qualifications
  • Must have a Bachelor’s Degree in Electrical Engineering.
Experience

Reports To

Job Purpose
The Position is located at the UETCL National Control Center and the position holder shall provide leadership and operational support to the shift team. The position holder shall work in shifts.
Key Result Areas
1. Shift Supervision
  • Supervision of power system controllers on duty.
2. Power System Monitoring
  • Monitor and support power system controllers for efficient frequency and voltage management.
  • Monitor power exchanges to ensure delivery of scheduled DAM trade volumes and undertake intra-day market decisions based on real-time available generation and demand.
3. System Analysis & Decision Support
  • Analyze system incidents and provide decision support to power system controllers.
  • Undertake real-time system analysis prior to undertaking shutdowns.
4. Reporting & Records Management
  • Review and ensure accurate database records at the end of shift.
  • Prepare shift reports.
Qualifications, Experience and Competencies
Qualifications
  • Must have a Bachelor’s Degree in Electrical Engineering.
Experience
  • A minimum of two (2) years’ experience in power system operations.
  • Experience in the use of SCADA systems is an added advantage.
Skills and Competencies
  • Strong leadership and good interpersonal skills.
  • Report writing skills.
  • Ability to work in shifts and extended hours beyond normal working hours.
  • Strong analytical and communication skills.
