Duty Station: Kampala, Uganda
Reporting To: Head, Private Sector Development Unit (PSDU)
Employment Type: Contract (1 Year, Renewable up to 3 Years Based on Performance and Need)

Background
The Ministry of Finance, Planning and Economic Development (MoFPED) is responsible for macroeconomic policy formulation, fiscal management, and oversight of public investment implementation in Uganda.
As Uganda advances implementation of the National Development Plan (NDP IV) and pursues its ambitious tenfold economic growth strategy, the Government is strengthening its capacity to prepare, structure, finance, and execute complex investments across infrastructure, energy, logistics, industrialization, and strategic development sectors.
To support these efforts, MoFPED seeks a highly experienced Investment Specialist to provide technical leadership, investment analysis, financial advisory services, transaction structuring, and investor engagement support under the Public Investment and Asset Management for Growth and Resilience Operation (PIM Plus).
Job Purpose
The Investment Specialist will support MoFPED and the Uganda Investment Authority (UIA) in making informed investment decisions through financial analysis, investment appraisal, transaction advisory, risk assessment, investor engagement, and investment structuring.
The role aims to strengthen Uganda’s ability to attract investments, mobilize financing, improve project bankability, and facilitate successful investment transactions that drive economic transformation and sustainable development.
Key Objectives
  • Support effective investment planning and portfolio management.
  • Identify and recommend viable and profitable investment opportunities.
  • Minimize investment risks while maximizing economic and financial returns.
  • Provide expert financial and investment advisory services.
  • Support investment structuring and transaction execution.
  • Enhance Government capacity to attract and close investment deals.
Key Duties and Responsibilities
Investment Analysis & Financial Modeling
  • Develop comprehensive financial models for investment proposals.
  • Conduct detailed investment appraisals and financial evaluations.
  • Generate investment-led economic and financial flow analyses.
  • Assess long-term developmental, economic, and financial impacts of investments.
Transaction Advisory & Investment Structuring
  • Conduct investment options analysis and due diligence assessments.
  • Recommend optimal investment structures and implementation approaches.
  • Design financing solutions including:
    • Public-Private Partnerships (PPPs)
    • Blended Finance Structures
    • Infrastructure Financing Models
    • Development Finance Solutions
Risk Management & Due Diligence
  • Identify, assess, and quantify:
    • Financial risks
    • Commercial risks
    • Operational risks
    • Legal risks
    • Environmental risks
    • Fiscal risks
  • Evaluate Government affordability implications.
  • Develop risk mitigation and risk-sharing frameworks.
  • Prepare detailed investment risk registers.
Investor Relations & Market Engagement
  • Engage investors, financiers, development partners, and lenders.
  • Assess market appetite and financing availability.
  • Support investor confidence-building initiatives.
  • Facilitate transaction bankability and financial close processes.
Investment Advisory Services
  • Provide continuous financial and investment advisory support.
  • Prepare technical reports, policy briefs, and investment recommendations.
  • Support Government decision-making processes through evidence-based analysis.
Compliance & Governance
  • Monitor compliance with:
    • Government policies
    • Investment regulations
    • Financing agreements
    • International best practices
  • Support quality assurance systems for investment and transaction management.
Stakeholder Coordination
  • Collaborate with Ministries, Departments, Agencies (MDAs), development partners, and private sector stakeholders.
  • Ensure alignment of investment initiatives with national priorities and policy frameworks.
  • Support cross-sector coordination for investment implementation.
Additional Duties
  • Perform any other investment, compliance, or quality assurance assignments as may be required.
Key Deliverables
The successful candidate will deliver:
  • Database of commercially and economically viable investment opportunities.
  • Industry-specific financial and economic models.
  • Investment feasibility studies and appraisal reports.
  • Comprehensive investment risk registers.
  • Successfully structured and closed investment transactions.
  • Quarterly and annual performance reports.
  • Strategic investment advisory recommendations.
Reporting Requirements
The Investment Specialist will submit:
Quarterly Reports
  • Due by the 15th day following the end of each quarter.
Annual Performance Reports
  • Due by the 15th day following the end of the financial year.
End-of-Assignment Report
  • Submitted within two weeks after completion of assigned activities or contract completion.
Qualifications
Education Requirements
  • Master’s Degree in:
    • Finance
    • Economics
    • Statistics
    • Or a related discipline from a recognized university.
Added Advantage
Professional certifications such as:
  • CFA (Chartered Financial Analyst)
  • ACCA
  • Or equivalent professional qualifications
Experience Requirements
Applicants must possess:
  • Minimum of 10 years of relevant professional experience in:
    • Investment Analysis
    • Corporate Finance
    • Investment Banking
    • Infrastructure Financing
    • Financial Advisory
    • Transaction Advisory
    • Public-Private Partnerships (PPP)
  • Demonstrated expertise in:
    • Financial Modeling
    • Cost-Benefit Analysis
    • Financial Internal Rate of Return (FIRR)
    • Economic Internal Rate of Return (EIRR)
    • Financial Net Present Value (FNPV)
    • Economic Net Present Value (ENPV)
    • Payback Period Analysis
  • Experience in:
    • Infrastructure transactions
    • PPP projects
    • Donor-funded investments
    • Large-scale investment projects
  • Proven track record supporting:
    • Government Ministries
    • Government Agencies
    • Development Finance Institutions
    • Private Sector Organizations
