Job Summary
Makerere University Business School (MUBS) is seeking a highly qualified and experienced legal professional to serve as Chief, Directorate of Legal Affairs.
The successful candidate will provide strategic leadership to the Directorate of Legal Affairs, offer legal advisory services to Management and Council, oversee legal compliance, manage litigation and contracts, and ensure that the institution operates within the legal and regulatory framework governing higher education institutions in Uganda.
Key Responsibilities
Leadership & Directorate Management
  • Provide strategic leadership and management of the Directorate of Legal Affairs
  • Ensure efficient utilization of staff and resources within the Directorate
  • Supervise, mentor, train, and develop legal staff
  • Build and maintain a high-performing legal team
Legal Advisory & Compliance
  • Provide legal advisory and interpretation services to Management and Council
  • Ensure compliance with applicable laws, regulations, and statutory obligations
  • Continuously monitor legal and regulatory developments affecting the institution
  • Advise management on legal implications of institutional decisions
Contract Management & Legal Documentation
  • Draft, review, negotiate, and interpret contracts, agreements, and internal policies
  • Ensure all legal documents comply with statutory requirements
  • Review Memoranda of Understanding (MOUs) between the School and external organizations, including donors
  • Support business transactions through legal due diligence and documentation
Litigation & Risk Management
  • Manage legal disputes and monitor ongoing litigation
  • Liaise with and supervise external legal counsel
  • Represent the School in court proceedings where necessary
  • Provide legal protection and risk management guidance, especially in contract administration
  • Keep the Principal informed on court matters and legal developments
Governance & Institutional Support
  • Develop and strengthen internal legal policies and governance frameworks
  • Identify, assess, and mitigate legal risks
  • Support strategic partnerships and institutional initiatives through sound legal guidance
  • Perform any other duties assigned by the Principal or Council
Key Outputs
  • Effective identification and mitigation of legal risks
  • Full compliance with legal and regulatory requirements
  • Timely legal advice to Management and Council
  • Well-negotiated contracts and legally compliant agreements
  • Strong governance and legal policy framework
  • Effective management of litigation and legal exposure
  • Reduced legal costs and institutional risk
Qualifications & Requirements
Mandatory Requirements
  • Honours Bachelor of Laws (LLB) from a recognized institution
  • Diploma in Legal Practice or equivalent qualification
  • Master of Laws (LLM)
  • Enrolled Advocate of the High Court of Uganda
  • Valid Practicing Certificate
  • Valid Tax Clearance Certificate from Uganda Revenue Authority (URA) at the time of application
  • Ugandan citizen aged below 55 years
Experience Requirements
  • Minimum of 7 years' experience in a Higher Education Institution
OR
  • Minimum of 10 years' experience as a Managing Partner of a law firm

  • Knowledge of Uganda's Higher Education legal framework
Tenure of Appointment
  • Five (5) year contract
  • Renewable subject to satisfactory performance
