Head of Procurement – C-Care Uganda

Job Summary
The Head of Procurement is responsible for leading all procurement activities across C-Care Uganda, covering medical equipment, capital projects, non-clinical goods, and outsourced services. The role ensures value for money, compliance, and timely delivery of procurement and infrastructure projects across all group entities.
This position provides strategic leadership in sourcing, contract management, vendor relations, and capital project execution within C-Care Uganda.
Key Responsibilities
1. Procurement Strategy & Sourcing
  • Develop and implement sourcing strategies for medical equipment, capital assets, and non-clinical goods and services.
  • Ensure cost efficiency, compliance, and value for money across procurement activities.
  • Align procurement strategy with organizational goals and operational needs.
2. Capital Projects & Infrastructure Delivery
  • Lead end-to-end planning, tendering, and execution of capital and infrastructure projects.
  • Oversee facility expansions, renovations, and equipment installations.
  • Ensure projects are delivered on time, within scope, and within budget.
  • Manage contractor performance, milestones, and project reporting.
3. Vendor & Contract Management
  • Negotiate contracts and ensure optimal pricing across suppliers.
  • Develop and maintain a database of prequalified vendors and service providers.
  • Manage supplier relationships to improve performance and cost efficiency.
  • Monitor contract compliance and renegotiate unfavorable terms.
4. Procurement Operations & Oversight
  • Approve procurement requests and ensure proper order execution.
  • Track procurement performance metrics and cost savings.
  • Monitor demand and maintain adequate stock of non-clinical supplies.
  • Ensure proper storage and supply continuity for operational needs.
5. Risk Management & Compliance
  • Conduct risk assessments on procurement contracts and supplier agreements.
  • Ensure compliance with procurement policies and governance standards.
  • Identify and prevent irregularities or misuse of procurement resources.
  • Strengthen procurement controls across all business units.
6. Stakeholder Collaboration
  • Work closely with clinical, finance, and facilities teams.
  • Ensure clarity of specifications and procurement requirements.
  • Coordinate with Supply Chain teams to avoid duplication of roles.
  • Support seamless vendor and procurement integration across the group.
7. Team Leadership
  • Manage and develop procurement team performance.
  • Ensure staff induction, training, and capability development.
  • Promote process adherence and operational excellence.
  • Drive accountability within the procurement function.
Qualifications & Experience
Education
  • Bachelor’s degree in Procurement, Supply Chain Management, or related field.
  • Master’s degree is an added advantage.
Professional Certification
  • CIPS or equivalent professional qualification preferred.
Experience
  • Minimum 6 years of procurement experience in a busy environment.
  • At least 3+ years in a managerial or leadership role.
  • Strong experience in:
    • Medical equipment procurement
    • Capital project procurement and execution
    • Non-clinical goods and services sourcing
    • Contract negotiation and vendor management
  • Experience in procurement audits and process improvement.
