The Uganda Country Office works on child poverty reduction, climate resilience, social protection, and emergency response programming.
Job Overview
The Senior Specialist Livelihoods and Climate Programming will lead the design, strategy, and implementation of high-quality livelihood and climate adaptive programmes aimed at reducing child poverty in Uganda.
The role combines technical leadership, program design, monitoring and evaluation, partnership building, advocacy, and resource mobilization.
Key Areas of Accountability
Technical Leadership
  • Lead livelihoods, climate adaptation, and social protection programming strategy
  • Provide technical guidance and capacity building to staff and partners
  • Ensure programs align with national and global standards
  • Support integration of child rights programming approaches
  • Promote sustainable, systems-based approaches
Programme Design & Implementation
  • Lead high-quality programme design and implementation
  • Ensure evidence-based and inclusive programming
  • Conduct field visits and provide implementation support
  • Support emergency preparedness and response
  • Identify opportunities for innovation and scaling
  • Strengthen gender and disability inclusion
Monitoring, Evaluation, Accountability & Learning (MEAL)
  • Develop MEAL frameworks and impact measurement systems
  • Conduct gender and power analysis
  • Promote learning and evidence-based programming
  • Document and disseminate program results
  • Support safeguarding integration across programs
Resource Mobilization & Business Development
  • Support donor engagement and proposal development
  • Provide technical inputs for funding strategies
  • Lead development of technical proposal components
  • Maintain relationships with donors and partners
Networking & External Engagement
  • Represent Save the Children in technical forums and government engagement
  • Contribute to national policy discussions
  • Strengthen civil society engagement
  • Share program updates with stakeholders
  • Promote organizational learning across networks
Qualifications and Experience
Education
  • Master’s Degree in a relevant discipline
Experience
  • At least 5 years of experience in livelihoods, climate adaptation, or social protection programming
  • Experience in humanitarian and refugee contexts
  • Experience in climate-smart agriculture, social protection, or natural resource management
  • Experience in cash programming is an added advantage
Key Skills
  • Strong program design, MEAL, and strategic planning skills
  • Experience in advocacy and policy influence
  • Strong donor engagement and fundraising experience
  • Excellent communication and report writing skills
  • Ability to manage complex, multi-stakeholder programs
  • Strong analytical and leadership abilities
