Fleet & Carpooling Officer – World Food Programme (WFP Uganda)
Job Summary
World Food Programme is hiring a Fleet & Carpooling Officer in Uganda to support transport, fleet management, driver supervision, and administrative coordination for its operations. The role ensures efficient vehicle utilization, compliance, safety, and cost-effective transport services across field and country offices.

Key Responsibilities
1. Carpooling Management
  • Track and process booking requests in real time
  • Assign drivers and vehicles for trips
  • Maintain mobility planner and trip records
  • Generate cost recovery and monthly performance reports
  • Analyze KPIs (ride usage, efficiency, cost savings)
2. Driver Management
  • Supervise drivers and daily assignments
  • Monitor performance, attendance, and discipline
  • Ensure proper training and professional conduct
  • Manage leave schedules and logbook accuracy
  • Provide transport guidance and support to field offices
3. Vehicle Management
  • Monitor fleet utilization and vehicle routing
  • Ensure compliance with WFP transport policies
  • Manage fuel cards and vehicle insurance
  • Track vehicle movements using monitoring systems
  • Oversee maintenance, repairs, and accident reporting
  • Ensure safety and MOSS compliance standards
4. Fleet Management System (FMS)
  • Update and maintain fleet and asset records
  • Monitor fuel logs, maintenance, and accident reports
  • Ensure data accuracy across systems
  • Maintain staff and driver records in FMS
5. Contract Management
  • Manage vendor contracts (fuel, repairs, insurance)
  • Support procurement and renewal processes
  • Evaluate supplier performance
  • Maintain SOPs and fleet tender documentation
6. Reporting
  • Prepare monthly fleet performance reports
  • Analyze fuel efficiency and cost per kilometer
  • Monitor vehicle utilization and recommend improvements
  • Report incidents and performance issues
  • Support administrative unit reporting needs
Qualifications & Requirements
Education
  • Bachelor’s degree in Administration, Finance, or related field
Experience
  • Minimum 3 years in administrative or fleet-related functions
  • Experience in a large organization is preferred
Skills
  • Strong organizational and analytical skills
  • Excellent communication and teamwork abilities
  • Technical knowledge of fleet systems and procedures
  • Attention to detail and problem-solving ability
  • Ability to work under pressure and manage multiple tasks
Language
  • Fluency in English (written and spoken)

Key Responsibilities
Asset Management & Compliance
  • Oversee asset management activities across UGCO
  • Ensure compliance with WFP asset policies and internal controls
  • Receive, inspect, label, and record assets in GEMS system
  • Ensure accurate asset valuation and registration
Data & System Management
  • Update asset details in GEMS (location, custodian, condition, status)
  • Ensure database accuracy reflects physical assets
  • Create and process GEMS work orders for transfers, disposals, and loans
Reconciliations & Audits
  • Conduct monthly and quarterly asset reconciliations
  • Identify and resolve discrepancies in asset records
  • Support annual physical asset counts and reporting
Supervision & Capacity Building
  • Provide guidance and training to Asset Focal Points
  • Monitor quality of asset management training
  • Support compliance across field and area offices
Asset Control & Reporting
  • Manage asset assignment and recovery processes
  • Ensure proper documentation for transfers and loans
  • Report asset loss or damage to Security Unit
  • Coordinate Property Survey Board (PSB) recommendations
Additional Duties
  • Support administration unit tasks as assigned by supervisors
  • Ensure timely execution of asset-related work orders
Qualifications & Requirements
Education
  • Bachelor’s degree in Administration, Finance, or related field
Experience
  • Minimum 3 years in administrative functions (preferably in a large organization)
Skills
  • Strong attention to detail and organizational skills
  • Knowledge of administrative and asset procedures
  • Strong communication and teamwork skills
  • Ability to manage systems and technical tools (GEMS experience an advantage)
  • Problem-solving and initiative
Language
  • Fluency in English (written and spoken)
