Embassy of France in Uganda – Job Description (Clean Format)
Synthetic Description of the Position
Under the authority of the Cooperation and Cultural Action Advisor (COCAC), you will participate in the implementation of France’s solidarity and sustainable investment policy in Uganda led by the Ambassador. You will ensure thematic follow-up of assigned files and projects by providing Embassy expertise in relevant areas. The sectoral portfolio may evolve depending on service needs. You may also serve as interim COCAC when required.
Main Activities
I. Thematic and Sectoral Monitoring
  • Coordinate the Kampala Geopolitics Conference (KGC), a flagship Embassy event with KAS, Makerere University, AFK, and IFRA
  • Contribute to AFK “idea debates” programming
  • Support entrepreneurship, employment, and private sector development initiatives
  • Manage FEF green economy projects for women and youth (incubators/accelerators) with SBIL
  • Support EFF/FSPI networks in training, employment, and entrepreneurship
  • Link FEF beneficiaries with partners and funding sources (AFD/Digital Africa, Franco-Ugandan Chamber of Commerce – FCCU)
  • Act as focal point for Embassy Job Fair in collaboration with AFK and FCCU
  • Support tourism sector cooperation initiatives
  • Monitor governance developments and policy reforms
  • Follow the IFRA regional project “Gen Z” on youth activism in Kenya and Uganda
  • Monitor health sector developments with regional advisors and partners
  • Adapt to evolving thematic priorities as required
II. Sponsorship / Fundraising
  • Support mobilization of private funding for AFK and Embassy initiatives
  • Contribute to donor engagement and resource mobilization strategies
III. Cross-Sectional Activities
  • Serve as SCAC CROCUS focal point for project programming and financial monitoring
  • Participate in SCAC programming and Embassy action plans (programs 105-03 and 105-08)
  • Draft diplomatic notes, reports, speeches, and thematic briefs for senior leadership
  • Represent the Embassy at meetings, seminars, conferences, and workshops
  • Propose and implement new projects under Fonds Équipe France (FEF)
  • Support monitoring, evaluation, and reporting of programs
  • Act as interim COCAC when required
Qualifications & Experience
  • Master’s degree (Bac +5 / Master 2 or equivalent) in:
    • Political Science
    • International Development Cooperation
    • Project Management
    • Business Administration or related field
  • Prior experience in a similar embassy or diplomatic role is required
  • Knowledge of the region is an advantage
  • Knowledge of a local language is an added advantage
