Job Overview
MIFUMI is seeking a highly experienced and passionate SGBV Programme Manager to lead the implementation of its rights-based, survivor-centred, and gender-transformative Sexual and Gender-Based Violence (SGBV) programmes across Uganda. With over 20 years of advancing women's rights and combating gender-based violence, MIFUMI continues to champion access to justice, protection, psychosocial support, and empowerment for women, children, and vulnerable populations.
The successful candidate will provide strategic leadership for integrated SGBV prevention and response programmes, strengthen multisectoral coordination, oversee programme quality, manage donor-funded projects, supervise field teams, and ensure compliance with national and international protection standards.

Reports To: Deputy Executive Director / Head of Programmes
Contract Duration: Five (5) Years

Job Purpose

The SGBV Programme Manager will provide strategic leadership for survivor-centred and rights-based programming that promotes dignity, safety, inclusion, accountability, and gender equality. The role will ensure that all interventions comply with national GBV guidelines, international humanitarian standards, safeguarding principles, and donor requirements while strengthening systems that prevent and respond to sexual and gender-based violence.

Key Responsibilities

Rights-Based and Survivor-Centred Programme Leadership
  • Lead implementation of survivor-centred SGBV programmes that protect the rights, dignity, confidentiality, safety, and informed choice of survivors.
  • Ensure survivor feedback and participation are integrated into programme planning, implementation, and monitoring.
  • Promote adherence to national GBV Standard Operating Procedures (SOPs), UNFPA Minimum Standards, safeguarding policies, Prevention of Sexual Exploitation and Abuse (PSEA), and Do-No-Harm principles.
  • Ensure programmes are inclusive of women, girls, persons with disabilities, LGBTQI+ individuals, and other vulnerable populations.
Gender-Transformative Programming
  • Integrate gender-transformative approaches across all programme activities.
  • Lead community interventions addressing harmful gender norms, discrimination, and unequal power relations.
  • Promote women's leadership, participation, and decision-making.
  • Support interventions focusing on economic empowerment, male engagement, and positive social norm change.
Programme Planning and Implementation
  • Develop annual work plans, implementation strategies, and programme budgets.
  • Oversee delivery of:
    • GBV case management.
    • Psychosocial support services.
    • Legal aid.
    • Shelter services.
    • Community mobilisation.
    • Prevention and awareness campaigns.
  • Conduct regular field supervision, programme monitoring, and quality assurance assessments.
  • Ensure compliance with organisational policies and donor requirements.
Multisectoral Coordination
  • Coordinate with:
    • Uganda Police Force.
    • Health facilities.
    • Courts of law.
    • Probation and social welfare offices.
    • Community structures.
    • District GBV Working Groups.
    • Protection partners.
  • Strengthen referral systems for survivors.
  • Coordinate consortium partners implementing SGBV projects.
  • Support advocacy for improved GBV policies and accountability systems.
Monitoring, Evaluation, Learning and Accountability
  • Collaborate with Monitoring and Evaluation teams to strengthen programme data collection and reporting.
  • Monitor programme indicators and measure project outcomes.
  • Document best practices, success stories, and lessons learned.
  • Produce high-quality donor reports and technical reports.
  • Strengthen accountability mechanisms including complaints handling, survivor feedback, and safeguarding reporting.
Financial and Grants Management
  • Manage programme budgets and expenditure.
  • Monitor burn rates and financial performance.
  • Ensure compliance with donor financial regulations.
  • Support grant implementation and partner compliance.
  • Prepare financial forecasts and procurement plans.
Staff Leadership and Capacity Building
  • Supervise programme officers, counsellors, social workers, shelter staff, and field officers.
  • Build staff capacity on:
    • GBV case management.
    • Trauma-informed care.
    • Gender equality.
    • Disability inclusion.
    • Safeguarding.
    • PSEA.
  • Conduct staff performance reviews.
  • Promote staff wellbeing and professional development.
Advocacy and Community Engagement
  • Lead community mobilisation and awareness programmes.
  • Strengthen collaboration with:
    • Local Councils.
    • Village Health Teams.
    • Religious leaders.
    • Cultural institutions.
    • Community-based organisations.
  • Support advocacy for women's rights and justice.
  • Promote inclusive participation of vulnerable groups.

Required Qualifications

Applicants should possess:
  • Bachelor's Degree in:
    • Gender Studies.
    • Social Work.
    • Human Rights.
    • Development Studies.
    • Psychology.
    • Public Health.
    • Related Social Sciences field.
  • Master's Degree in Gender Studies, Public Health, Human Rights, Social Sciences, or related discipline is highly desirable.
  • Additional professional training in:
    • GBV Case Management.
    • Safeguarding.
    • Prevention of Sexual Exploitation and Abuse (PSEA).
    • Trauma-informed care.
    • Protection programming is an added advantage.

Required Experience

The ideal candidate should have:
  • Minimum 5–7 years' experience managing GBV or SGBV programmes.
  • Experience implementing survivor-centred, rights-based, and gender-transformative interventions.
  • Experience coordinating multisectoral GBV response systems.
  • Experience managing donor-funded projects.
  • Experience working with donors such as:
    • UNFPA.
    • USAID.
    • European Union (EU).
    • FCDO.
  • Experience supervising multidisciplinary teams.
  • Strong grants management and donor reporting experience.
