Job Overview
Uganda Registration Services Bureau (URSB) is seeking a qualified and detail-oriented Project Support Officer – Patent Examination to support intellectual property (IP) protection, patent examination processes, and innovation development initiatives in Uganda.
The successful candidate will be responsible for conducting scientific and technical evaluation of patent applications, supporting intellectual property examination procedures, carrying out prior art searches, analyzing inventions, maintaining IP records, and providing technical guidance to innovators, startups, and members of the public.
The role requires strong technical knowledge, research ability, analytical skills, attention to detail, and the ability to work collaboratively with government institutions, stakeholders, and international organizations involved in intellectual property development.

Job Purpose

The Project Support Officer – Patent Examination is responsible for promoting awareness about Intellectual Property (IP) and supporting the popularization of the National Intellectual Property Policy 2019 in an effective and professional manner.
The position requires the officer to work effectively with interdisciplinary teams to implement practices and procedures for IP protection. The successful candidate will also collaborate with key stakeholders within the IP value chain responsible for implementing different aspects of the National Intellectual Property Policy 2019.

Key Responsibilities

Patent Examination and Technical Evaluation
  • Conduct scientific and technical evaluation of patent applications to assess:
    • Novelty of inventions
    • Inventive step requirements
    • Industrial applicability
    • Technological feasibility
  • Review patent applications to determine whether inventions meet required technical and legal standards.
  • Analyze invention descriptions, technical specifications, claims, and drawings submitted by applicants.
  • Prepare technical examination reports and scientific opinions regarding patentability, claim scope, and compliance with examination requirements.

Prior Art Research and Technology Analysis

  • Conduct prior art searches using:
    • Patent databases
    • Scientific journals
    • Technical publications
    • Other relevant information sources
  • Perform technology landscape searches to assess existing technologies and determine patentability.
  • Research emerging technologies and developments relevant to intellectual property protection.
  • Analyze technical information to support informed patent examination decisions.

Patent, Utility Model and Industrial Design Examination

  • Conduct formality and substantive examination for:
    • Patents
    • Utility models
    • Industrial designs
  • Assess compliance of applications with legal, technical, and administrative requirements.
  • Review invention disclosures to confirm functionality, sufficiency of disclosure, and reproducibility.
  • Ensure applications meet established intellectual property examination standards.

Intellectual Property Advisory and Stakeholder Support

  • Provide technical advice to:
    • Innovators
    • Startups
    • Researchers
    • Members of the public
on general intellectual property matters.
  • Support awareness initiatives aimed at increasing understanding of IP rights and protection procedures.
  • Participate in IP sensitization programs and stakeholder engagement activities.
  • Promote awareness of patent protection and innovation development.

IP Research and Knowledge Management

  • Conduct research on various intellectual property issues including:
    • Patents
    • Technology development
    • National and international IP matters
  • Compile research findings to support IP policy implementation and decision-making.
  • Maintain knowledge resources related to intellectual property examination.
  • Support continuous improvement of IP processes and procedures.

IP Records Management and Data Administration

  • Capture and update intellectual property application information in the Industrial Property Administration System (IPAS).
  • Ensure accuracy of information maintained in both:
    • Physical registers
    • Electronic databases
  • Maintain proper documentation of IP examination activities.
  • Ensure compliance with requirements relating to different forms of intellectual property including:
    • Renewal fees
    • Annuities
    • Application procedures

Coordination and Administrative Support

  • Coordinate with:
    • Internal departments
    • Government agencies
    • International organizations
to improve cooperation and streamline IP processes.
  • Assist with administrative duties including:
    • Managing correspondence
    • Scheduling appointments
    • Organizing meetings
    • Preparing documentation related to IP matters
  • Support implementation of office policies, procedures, and legal requirements.

Public Awareness and IP Promotion

  • Participate in educational programs aimed at informing the public about:
    • Intellectual property rights
    • Patent application procedures
    • Importance of IP protection
  • Support IP awareness campaigns and innovation promotion activities.
  • Participate in stakeholder engagement events related to intellectual property development.

Other Responsibilities

  • Perform any other duties assigned by the Registration Officer.
  • Support organizational objectives and departmental activities as required.

Qualifications and Requirements

Academic Qualifications
Applicants should possess an Honours Bachelor’s Degree in any of the following fields:
