LABE Uganda is inviting applications from qualified and passionate professionals for the position of Programme Officer – Child Protection under the Breaking Children’s Barriers to Equitable Education (BBEE) Project. This opportunity is ideal for candidates with experience in education, child protection, community development, safeguarding, inclusive education, gender equality, psychosocial support, and NGO programme implementation.
The successful candidates will support the implementation of education and child protection interventions that improve equitable access to quality education for vulnerable children in Adjumani and Nwoya districts.

About LABE Uganda

LABE (Literacy and Adult Basic Education) is one of Uganda's largest indigenous non-governmental education organizations. Founded in 1989, LABE was established to provide non-formal literacy and basic education to adults, including refugees from neighboring countries.

About the BBEE Project

The Breaking Children’s Barriers to Equitable Education (BBEE) Project seeks to improve access to inclusive, quality education for children in preschool, primary, and secondary schools across Adjumani and Nwoya districts.

Job Summary – Programme Officer (Child Protection)

The Programme Officer – Child Protection will support the implementation of the BBEE Project by working closely with district education authorities, schools, teachers, parents, caregivers, community leaders, and child protection stakeholders.
The successful candidate will coordinate education activities, strengthen safeguarding systems, promote inclusive education, improve learner wellbeing, and support approximately 972 vulnerable learners across targeted schools and home-learning centres.
This is a high-contact child protection position, requiring regular interaction with children and strict adherence to safeguarding policies.

Key Responsibilities

1. Programme Implementation and Quality Assurance
The Programme Officer will:
  • Coordinate BBEE project implementation according to approved work plans.
  • Support schools to improve learner enrolment, attendance, retention, transition, and learning outcomes.
  • Conduct regular monitoring and school support visits.
  • Promote child-centred, inclusive, and gender-responsive teaching practices.
  • Support the effective use of teaching and learning materials.
  • Identify implementation challenges and recommend solutions.
  • Document project achievements, lessons learned, and best practices.
2. Child Protection, Safeguarding and Inclusion
Responsibilities include:
  • Integrate safeguarding principles into all programme activities.
  • Promote safe and inclusive learning environments.
  • Train teachers, School Management Committees (SMCs), Parent-Teacher Associations (PTAs), and community structures on child protection.
  • Identify and report child protection concerns.
  • Support referrals through child protection systems.
  • Promote disability inclusion, gender equality, and psychosocial wellbeing.
  • Monitor compliance with LABE safeguarding policies and Code of Conduct.
3. Community Engagement and Partnerships
The successful candidate will:
  • Mobilize communities to support children's education.
  • Organize community dialogue and awareness sessions.
  • Strengthen community child protection structures.
  • Build partnerships with district authorities and local leaders.
  • Participate in education coordination meetings.
  • Promote positive parenting and behaviour change.
4. Monitoring, Reporting and Accountability
The Programme Officer will:

Qualifications and Experience

Applicants should possess:
  • A Bachelor’s Degree in Education, Adult and Community Education, Social Work, Development Studies, Gender Studies, or a related field.
Applicants should also have:
  • A minimum of four (4) years of experience implementing education, child development, teacher development, learner support, or community education programmes within an NGO or development organization.
  • Good understanding of Uganda’s education sector and Ministry of Education and Sports structures.
  • Experience integrating child safeguarding, gender equality, disability inclusion, psychosocial support, and Prevention of Sexual Exploitation and Abuse (PSEA) into programmes.
  • Experience working with schools, communities, local governments, and child protection actors.
  • Experience facilitating capacity-building training for teachers, caregivers, School Management Committees, and community stakeholders.
  • Strong report writing, coordination, stakeholder engagement, and Microsoft Office skills.
  • Fluency in English and relevant local language(s).
  • A valid motorcycle riding permit.
  • Willingness to travel extensively and reside within the project area.
Preference will be given to applicants residing in the district where they are applying.
