Job Summary

Key Responsibilities

• Develop, update, and manage Measurement, Evaluation, and Learning Plans in collaboration with the SEED country team and Global MEL team.
• Ensure country measurement systems produce accurate, timely, and relevant information to demonstrate SEED’s global impact.
• Collaborate with country teams and partners to design and implement partnership measurement activities.
• Develop and maintain strong systems for:
  • Data collection
  • Data quality assurance
  • Data analysis
  • Program reporting
• Align data collection and reporting systems with institutional requirements and national Health Management Information System (HMIS) tools.
• Monitor program indicators and report results to SEED Global, donors, partners, and stakeholders.
• Support preparation of donor reports and program communication materials.
• Ensure timely submission of country program data into SEED’s organization-wide performance management systems.
• Implement daily MEL activities outlined in country partnership work plans.

2. Data Management

• Collaborate with SEED teams, Ministry of Health, and partners to develop and improve data collection tools and templates.
• Support survey design and customization of validated research tools.
• Lead data collection activities and establish data quality assurance systems.
• Ensure MEL practices comply with clinical good practices (GCP) and research ethics standards.
• Maintain valid certification requirements related to human subject research ethics.
• Ensure participant data protection, confidentiality, and compliance during Institutional Review Board (IRB) processes.
• Work with the Global MEL team to develop and manage training data systems for tracking trainers, students, institutions, and healthcare facilities.
• Use data insights to support program review, learning, and adaptation.

3. Adaptive Management and Learning

• Use monitoring data and evaluation findings to support strategic planning and decision-making.
• Develop dashboards and data visualization tools to improve access to program information.
• Support evidence-based decision-making across organizational teams.
• Promote a culture of continuous learning and improvement.
• Facilitate partnership review meetings, conferences, cross-country learning sessions, and knowledge-sharing activities.
• Support collaboration between MEL, Development, and Communications teams.
• Coordinate country-level Communities of Practice and participate in Global MEL Communities of Practice.
• Represent SEED Global Health in MEL-related forums and professional networks.
• Develop knowledge management products including:
  • Success stories
  • Best practices
  • Lessons learned
  • Research summaries
  • Blogs
  • Abstracts
• Monitor and evaluate quality improvement (QI) activities to measure effectiveness and impact.

4. Partner Engagement and Technical Capacity Development

• Develop and maintain strong relationships with:
  • Ministry of Health representatives
  • Academic institutions
  • Healthcare partners
  • Program stakeholders
• Identify MEL capacity-building needs among country teams and partners.
• Provide technical support and training on:
  • Indicators
  • Data collection methods
  • Reporting tools
  • Standard Operating Procedures (SOPs)
  • Data verification processes
  • Quality assurance practices
• Support development of MEL training materials, workshops, presentations, and learning resources.
• Manage and mentor MEL team members to ensure quality implementation of MEL activities.
• Recruit, supervise, and train consultants or research assistants when required.

Qualifications and Requirements

• Master’s Degree in:
  • Public Health
  • Epidemiology
  • Health Informatics
  • Statistics
  • Monitoring and Evaluation
  • Related field
• Minimum of 5 years’ experience in:
  • Monitoring and evaluation
  • Research management
  • Public health programs
  • International development projects
• Proven experience working with Ministry of Health systems and strengthening government health programs.
• Strong knowledge of monitoring and evaluation methodologies and tools.
• Experience in quantitative and qualitative data collection and analysis.
• Experience designing paper-based and mobile data collection tools.
• Experience managing tablet-based data collection, storage, and extraction systems.
• Strong report writing and presentation skills.
• Experience developing dashboards and data visualization products.
• Experience managing MEL systems including:

Working Conditions

• Full-time position (40 hours per week).
• Based at the SEED Global Health Uganda Country Office in Kampala.
