Job Summary

Save the Children International Uganda is seeking a qualified and experienced Learning Officer to support learning, evidence generation, knowledge management, research, and innovation activities under the Uganda Response Innovation Lab.
The Learning Officer will coordinate learning activities, manage knowledge resources, support research processes, analyse data, organise learning events, and contribute to evidence-based decision-making within Uganda’s refugee response programmes.
The role requires a professional with strong skills in Monitoring, Evaluation, Research, Learning (MERL/MEAL), knowledge management, humanitarian programming, data analysis, and stakeholder coordination.

Purpose of the Role

The Learning Officer will work closely with the Learning Hub team to:
  • Collect and analyse evidence from humanitarian programmes.
  • Manage knowledge platforms and databases.
  • Coordinate learning activities across URRI consortia.
  • Support research studies, assessments, and documentation exercises.
  • Develop reports, learning products, publications, and presentations.
  • Promote evidence-informed programming and innovation.
The successful candidate will work independently while collaborating with Save the Children teams, implementing partners, government agencies, UN organisations, research institutions, and refugee-led organisations.

Key Responsibilities

1. Evidence Generation and Research Support
The Learning Officer will:
  • Coordinate evidence generation activities including:
    • Research studies
    • Case studies
    • Mapping exercises
    • Learning reviews
    • Assessments
    • Documentation activities
  • Support development of qualitative and quantitative research methodologies.
  • Design data collection approaches and learning frameworks.
  • Develop and improve research tools including:
    • Surveys
    • Questionnaires

  • Ensure research activities meet ethical standards, safeguarding requirements, and quality assurance principles.

2. Knowledge Management and Learning Hub Coordination

Responsibilities include:
  • Maintain and update Learning Hub databases and knowledge repositories.
  • Manage information platforms including:
    • Settlement-Level Actor Mapping (SLAM)
    • Partner directories
    • Evidence databases
    • Thematic mappings
  • Develop stakeholder contact databases.
  • Organise and manage learning resources.
  • Support documentation and sharing of humanitarian evidence and best practices.

3. Learning Events and Knowledge Sharing

The officer will:
  • Coordinate learning workshops, webinars, and dissemination events.
  • Support:
    • Reflection sessions
    • After-action reviews
    • Pause-and-reflect meetings
    • Learning forums
  • Promote knowledge exchange among humanitarian partners.
  • Support publication of learning products and reports.

4. Data Collection, Analysis and Reporting

The role involves:
  • Collecting and compiling Learning Hub performance indicators.
  • Supporting data analysis and interpretation.
  • Developing reports aligned with donor requirements.
  • Synthesising complex information into practical recommendations.
  • Supporting evidence-based programme improvements.

5. Partnership and Stakeholder Coordination

The Learning Officer will:
  • Coordinate learning activities with:
    • Government institutions
    • UN agencies
    • NGOs
    • Research organisations
    • Private sector actors
    • Refugee-led organisations
  • Work closely with consortium partners and technical teams.
  • Support stakeholder engagement at national and district levels.

6. Programme Operations Support

Responsibilities include:
  • Support procurement processes for Learning Hub activities.
  • Coordinate logistics for workshops and learning events.
  • Work with operations teams to ensure timely delivery of activities.
  • Support implementation according to organisational standards and policies.

Required Qualifications
