ICT Officer – Software Engineering Job in Uganda

• Design, develop, test, deploy, and maintain software applications in line with business and ICT requirements.
• Participate in the full Software Development Life Cycle (SDLC) using Agile methodologies.
• Develop and maintain web applications, mobile applications, APIs, databases, and middleware integrations.
• Integrate systems with the Electronic Risk-Based Supervision System and other enterprise platforms.
• Improve existing systems by identifying performance gaps and implementing efficient solutions.
• Develop and maintain technical documentation including system design documents, APIs, user manuals, and configuration guides.
• Monitor application performance, troubleshoot issues, and perform root cause analysis.
• Provide second-level application support and coordinate with vendors for issue resolution.
• Ensure compliance with secure coding standards, data protection policies, and ICT governance frameworks.
• Research and recommend modern technologies to improve system performance and efficiency.

• Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or a related field.
• Professional certifications in relevant ICT areas such as:
  • Secure coding / OWASP
  • Database administration (Oracle, SQL Server, PostgreSQL, MySQL)
  • Cloud computing or DevOps fundamentals
  • ITIL or service management frameworks
  • Java, .NET, PHP frameworks
  • 
    

• OCA / OCP Java SE
• MCSD / MCSA
• Oracle Database certifications
• 
  

• Minimum of 3 years’ professional experience in software development within an enterprise environment.
• Strong experience in full SDLC and Agile development environments.
• Experience in PHP frameworks such as Laravel or Yii2 or equivalent enterprise stacks.
• Strong knowledge of JavaScript/TypeScript and modern frontend frameworks (React, Angular, or Vue.js).
• Proven experience in API development and system integration (REST, middleware, authentication services, webhooks).
• Experience in database design, SQL development, performance tuning, and data management.

• Frontend development: HTML, CSS, JavaScript, Tailwind CSS
• Frameworks: Laravel, Yii2, React, Angular, Vue.js
• Databases: Oracle, MS SQL Server, PostgreSQL, MySQL
• Tools: Git, version control, CI/CD pipelines, deployment tools
• Testing: Unit testing, performance testing, security testing
• APIs: RESTful services, integration platforms, middleware
