Job Summary
The Health Specialist will provide technical leadership and support to strengthen the quality, relevance, and impact of Suyana’s health programmes in Uganda. The role will support the design, implementation, monitoring, and continuous improvement of community-based health interventions aligned with national health priorities and Suyana’s integrated development approach.
Working closely with the Regional Programmes Manager Africa, Uganda Country Coordinator, Monitoring, Evaluation and Learning (MEL) Officer, technical specialists, implementing partners, government stakeholders, health facilities, and community health actors, the Health Specialist will ensure that health programmes are evidence-based, sustainable, and responsive to community needs.
The role will contribute to programme design, partner capacity strengthening, field support, stakeholder engagement, proposal development, monitoring, learning, and quality assurance. The Health Specialist will also promote integration of health interventions with education, livelihoods, WASH, child wellbeing, nutrition, and household resilience programmes.
Key Responsibilities
1. Partner Support and Capacity Strengthening
  • Work closely with implementing partners throughout the project cycle to improve programme delivery and health outcomes.
  • Assess partner technical capacity and provide coaching, mentorship, and practical support to strengthen health systems and community health practices.
  • Facilitate training sessions for partner staff, community health workers, volunteers, and other stakeholders.
  • Support partners in adapting health interventions to local contexts while maintaining quality standards and evidence-based approaches.
  • Promote continuous learning and support partners in identifying challenges and implementing practical solutions.
2. Health Programme Design and Quality Improvement
  • Lead the development and improvement of health programmes through assessments, community consultations, and stakeholder engagement.
  • Support the development of theories of change, logical frameworks, indicators, implementation plans, and health budgets.
  • Provide technical guidance in:
    • Community health promotion
    • Nutrition
    • Disease prevention
    • Maternal and child health
    • Adolescent health
    • Non-communicable disease prevention
    • Behaviour change approaches
    • Referral systems
    • Water, Sanitation and Hygiene (WASH)-related health risks
  • Ensure health interventions are aligned with Uganda’s health policies, national priorities, and Suyana’s programme standards.
  • Collaborate with Education, Livelihoods, and other technical teams to deliver integrated community development programmes.
  • Contribute to concept notes, funding proposals, donor reports, and programme learning documents.
3. Monitoring, Evaluation and Learning
  • Work with the MEL Officer to develop appropriate health indicators, monitoring tools, and learning systems.
  • Support the collection, analysis, and use of health data to improve programme effectiveness.
  • Review monitoring reports, assessments, and evaluation findings to identify lessons and areas for improvement.
  • Participate in baseline surveys, programme reviews, research activities, and evaluations.
  • Promote evidence-based decision-making and continuous programme improvement.
4. Stakeholder Engagement and Partnerships
  • Build and maintain strong relationships with government authorities, district health offices, health facilities, community health structures, and development partners.
  • Represent Suyana in health coordination meetings, technical forums, and learning events.
  • Support implementing partners to strengthen stakeholder collaboration.
  • Monitor health sector trends and identify opportunities for partnerships and programme expansion.
5. Safeguarding and Community Protection
  • Promote a strong safeguarding culture across all health activities.
  • Ensure health programmes protect the safety, dignity, and wellbeing of children, young people, and vulnerable communities.
  • Support partners to implement safeguarding policies and report concerns through appropriate channels.
  • Ensure health interventions promote inclusion, equality, and respect for community diversity.
Qualifications and Experience
Education Requirements
  • Bachelor’s Degree in:
    • Public Health
    • Community Health
    • Nursing
    • Clinical Medicine
    • Health Sciences
    • or a related field.
  • A Master’s Degree in Public Health, Community Health, or a related discipline is an added advantage.
Professional Experience
  • Minimum of 7 years of professional experience in health programme design, implementation, and technical advisory roles.
  • Experience working with NGOs, community-based programmes, or international development organisations.
  • Demonstrated experience supporting local partners, communities, government institutions, and health stakeholders.
  • Experience in project cycle management, monitoring and evaluation, and results-based programming.
  • Experience contributing to proposal development, donor reporting, and programme quality improvement.
Technical Skills and Competencies
  • Strong knowledge of community health systems, health promotion, nutrition, disease prevention, and behaviour change approaches.
  • Understanding of Uganda’s health system, district health structures, and community health frameworks.
  • Strong programme management and coordination skills.
  • Excellent report writing, communication, and presentation abilities.
  • Ability to analyse health data and use evidence for programme improvement.
  • Strong stakeholder engagement and partnership-building skills.
  • Proficiency in Microsoft Office and health reporting tools.
  • Ability to work independently, manage multiple priorities, and travel regularly to project locations.
