Kulika Uganda is seeking an experienced and strategic Head of Programs to provide leadership in programme implementation, resource mobilisation, donor engagement, and organisational development.

Job Summary

The Head of Programs is a senior leadership position responsible for overseeing the design, implementation, monitoring, and evaluation of all Kulika Uganda programmes and projects.
Reporting to the Executive Director, the Head of Programs will provide strategic direction and technical leadership to project teams, ensure effective programme delivery, strengthen donor relationships, mobilise resources, and support the achievement of organisational goals.
The successful candidate will lead multi-sectoral programmes covering areas such as education, livelihoods, agriculture, climate resilience, youth empowerment, and community development.

Key Responsibilities

1. Programme and Project Implementation Oversight

The Head of Programs will:
  • Provide technical and administrative leadership to project and programme coordinators.
  • Oversee implementation of programmes according to approved designs, budgets, and timelines.
  • Manage the complete project lifecycle from planning to implementation and evaluation.
  • Ensure programmes achieve expected outcomes and impact.
  • Engage programme stakeholders including communities, partners, and government institutions.
  • Manage project consultants and technical experts.
  • Develop systems that promote meaningful community participation.

2. Strategic Monitoring, Evaluation and Reporting

Responsibilities include:
  • Develop and implement monitoring systems to track programme performance.
  • Monitor project deliverables against timelines, budgets, and quality standards.
  • Ensure effective documentation of programme achievements and lessons learned.
  • Prepare donor and contractual reports according to requirements.
  • Coordinate organisational learning and knowledge management.
  • Manage programme risks and compliance requirements.
  • Strengthen accountability systems across projects.

3. Donor and Stakeholder Relationship Management

The Head of Programs will:
  • Maintain strong relationships with donors in collaboration with senior management.
  • Represent Kulika Uganda in professional networks, forums, and advocacy platforms.
  • Build partnerships with development organisations and stakeholders.
  • Engage government authorities at national and district levels.
  • Support policy advocacy related to programme priorities.
  • Organise donor visits to project implementation areas.
  • Enhance organisational visibility and partnerships.

4. Resource Mobilisation and Fundraising

Key duties include:
  • Identify potential donors and funding opportunities.
  • Develop relationships with funding partners and consortiums.
  • Lead preparation of high-quality project proposals.
  • Support diversification of organisational funding sources.
  • Mobilise resources to expand programme impact.
  • Strengthen partnerships for sustainable programme growth.

5. Strategic Leadership and Decision-Making

The Head of Programs will:
  • Participate in senior management meetings and organisational decision-making.
  • Contribute to development and implementation of organisational strategy.
  • Support the Executive Director in engagement with the Board of Directors.
  • Provide leadership on programme improvement initiatives.
  • Perform senior leadership responsibilities delegated by management.

Required Qualifications and Experience

Educational Requirements
Applicants should have:
  • Master’s Degree or equivalent qualification in:
    • Management
    • Development Studies
    • Community Development
    • International Development
    • Or another relevant field
Professional Experience
Candidates should have:
  • At least 10 years of experience in programme management within a reputable international NGO, humanitarian, or development organisation.
  • Minimum of 5 years’ experience in a senior management role.
  • Demonstrated experience managing multi-sectoral programmes including:
    • Education
    • Livelihoods
    • Protection
    • Climate resilience
    • Youth empowerment
    • Community development
  • Experience working with institutional donors.
  • Experience managing donor relationships and multiple funding partners.
  • Experience in programme strategy, implementation, and resource mobilisation.
