About the Project
The BRMM 2026–2027 project seeks to strengthen safe employment and labour migration systems for Ugandans and other populations in the East and Horn of Africa.
The project focuses on:
- Employment services.
- Entrepreneurship support.
- Safe and structured migration pathways.
- Migrant Worker Support Centres (MWSCs).
- Youth Business Incubation (YBI).
- Bilateral Labour Migration Agreements (BLMAs).
- Ethical recruitment systems.
- Deployment and reintegration support.
- Protection of migrant workers.
An important component is strengthening orientation programmes throughout the migration cycle, including:
- Pre-Employment Orientation (PEO)
- Post-Arrival Orientation (PAO)
- Pre-Return Orientation (PRO)
The Graphic Design Consultant will help transform technical information into clear, accessible, engaging, and visually effective materials for audiences with different literacy and accessibility needs.
Job Summary
IOM Uganda is seeking a skilled Graphic Designer Consultant to support the Labour Mobility and Social Inclusion (LMI) Unit under the BRMM project.
The consultant will redesign, digitize, and develop a range of IEC materials, handbooks, infographics, illustrations, presentations, and digital learning products.
The successful consultant will ensure that all materials follow appropriate IOM branding, publication, accessibility, gender, cultural, and communication standards.
The consultant will report to the National Programme Officer – LMI and provide weekly updates on progress, challenges, and deliverables.
Key Responsibilities
1. Inception Report
The consultant will develop an inception report covering:
- Consultancy methodology.
- Detailed workplan.
- Materials inventory.
- Design approach.
- Digitization strategy.
- Validation framework.
- Quality assurance measures.
- Delivery timelines for MWSC, PEO, PAO, and PRO products.
Deadline: 25 September 2026
2. MWSC IEC Materials and PEO Handbook
The consultant will:
- Update, redesign, and digitize priority Migrant Worker Support Centre (MWSC) IEC materials.
- Develop accessible digital versions of flyers, posters, brochures, banners, and related materials.
- Redesign the existing PEO Handbook in accordance with BRMM branding and IOM publication guidelines.
- Develop infographics and illustrations for PEO and MWSC materials.
- Create visual materials covering areas such as:
- Available services
- Referral pathways
- Migration pathways
- Workers' rights
- Workers' responsibilities
Deadline: 18 November 2026
3. PAO and PRO Training Materials
The consultant will:
- Design and finalize PAO and PRO Facilitator Guides.
- Design participant handbooks.
- Develop infographics and visual learning materials.
- Support stakeholder validation processes.
- Incorporate stakeholder feedback into final products.
- Develop presentations and visual materials for validation workshops and programme dissemination.
Deadline: 12 January 2026 as stated in the advertisement.
Expected Deliverables
The successful consultant will be expected to produce:
- A comprehensive Graphic Design Inception Report.
- Digitized MWSC IEC materials.
- Redesigned PEO Handbook.
- PAO and PRO orientation handbooks.
- Infographics and illustrations.
- Icons and other visual communication tools.
- Print-ready and digital versions of materials.
- Editable source files.
- Reusable templates for future updates.
- Production-ready materials for future reproduction.
- Web, mobile, and social-media-ready versions.
- Accessible materials suitable for diverse literacy and accessibility needs.
All materials should promote inclusivity, gender sensitivity, cultural sensitivity, accessibility, and ease of use.
Required Qualifications
Education
Applicants should have a relevant qualification in:
- Graphic Design
- Art and Design
- Or another closely related field.
Professional Experience
Applicants should have:
- At least 5 years of professional graphic design experience with UN agencies, international NGOs, or local NGOs.
- Experience working in both humanitarian and development contexts.
- Demonstrated experience designing:
- Training materials
- Toolkits
- Handbooks
- IEC materials
- Infographics
- Digital communication products
Technical Skills
The consultant should have strong practical experience using professional design software and technologies, including tools such as:
- Adobe Creative Suite/Design applications
- Adobe InDesign
- Adobe Illustrator
- CorelDRAW
- Dreamweaver
- Other relevant graphic design and digital publishing platforms
Candidates should also demonstrate experience developing:
- Interactive PDFs.
- E-learning modules.
- Digital toolkits.
- Mobile-friendly content.
- Multimedia resources.
- Accessible digital communication products.
Additional Experience
Experience is required in:
- Transforming print-based IEC materials into digital formats.
- Designing accessible and user-friendly digital products.
- Managing graphic production from initial design through final printed or published product.
- Understanding offset and digital printing processes.
- Colour management.
- Creating materials for diverse audiences.
Experience in the following areas will be an advantage:
- Migration programming.
- Protection programming.
- Community-based programming.
- IOM or UN branding standards.
Language Requirement
- Fluency in English is required.
Language proficiency may be assessed through written and/or oral evaluation during the selection process.
Ideal Candidate Profile
The ideal candidate is an experienced Graphic Designer, Visual Communication Specialist, Information Design Specialist, or Digital Content Designer with a strong portfolio demonstrating work for NGOs, humanitarian organisations, development programmes, or UN agencies.
Candidates should be able to take complex technical information and turn it into simple, attractive, accessible, and easy-to-understand visual content.
Experience creating training handbooks, IEC materials, digital publications, infographics, interactive PDFs, and mobile-friendly materials will be particularly valuable.
