The Power for Food Partnership Programme (P4FP) is a 5-year (2025–2029) multi-country initiative funded by the IKEA Foundation and implemented across Uganda, Ethiopia, Rwanda, and Kenya. In Uganda, P4FP operates across 15 target districts through a hybrid implementation model. It connects actors at the nexus of regenerative agriculture (RA) and the productive use of renewable energy (PURE) via three core pathways: LEARN (practice-based learning), LINK (action-oriented collaboration), and LEVERAGE (policy and investment influence).
Role Purpose
The Grant and Resource Coordination Officer will support the day-to-day follow-up, utilisation tracking, and documentation readiness of grant, co-investment, and programme activity resources across P4FP Uganda. Working under the strategic direction of the Programme Manager and the technical guidance of the Project Finance Officer, this role bridges financial compliance with adaptive management, ensuring partner-led and SNV-led activities align with pathway priorities and deliver systemic impact.
Key Responsibilities
1. Grant, Co-Investment & Programme Resource Follow-Up
  • Coordinate administration and follow-up of grant and co-investment agreements with core implementing partners (e.g., ACSA, PELUM Uganda, NREP, CREEC, NOGAMU, NARO, USEA).
  • Provide hands-on guidance to partners on disbursement conditions, reporting timelines, and documentation standards.
  • Verify completeness of supporting documentation and review partner disbursement requests before routing to Finance.
  • Maintain a live database of grant agreements, co-investment commitments, disbursements, and pending compliance obligations.
2. Adaptive Management & Strategic Resource Utilisation
  • Collaborate with leadership, pathway leads, and the MEL team to review resource utilisation against LEARN, LINK, and LEVERAGE objectives.
  • Track partner co-investment commitments and contributions to ensure leverage targets are documented and met.
  • Translate implementation trends, variances, and risks into actionable insights for adaptive management and course correction.
3. Compliance, Risk & Financial Monitoring
  • Monitor partner budget execution, variances, and payment readiness on a monthly basis.
  • Support partner due diligence, onboarding, and the follow-up of audit recommendations.
  • Allocate approximately 20% of time to support the Country Finance Department with cross-cutting finance initiatives (e.g., month-end close, corporate audit preparation).
4. Partner Capacity Strengthening
  • Facilitate peer exchange sessions and practical training for partners on effective fund utilisation, adaptive resourcing, and financial reporting.
  • Support district authorities and government-linked actors in aligning activity planning, attendance records, and accountability standards with SNV procedures.
5. Integrated Programme Coordination & Reporting
  • Contribute accurate resource-utilisation inputs for monthly reviews, quarterly reports, and donor deliverables.
  • Participate in regular field travels (at least 20% allocation for continuous field visits across the 15 targeted districts).
Requirements & Qualifications
  • Education: Bachelor’s degree in Business Administration, Finance, Accounting, Economics, or a related field. (A professional accounting qualification such as CPA, ACCA, or CIMA is an advantage).
  • Experience: At least 5 years of relevant experience in grant or financial management within donor-funded development programmes, including sub-grant monitoring.
  • Sector Knowledge: Experience working within multi-partner consortia applying adaptive management approaches.
  • Core Competencies:
    • Strong analytical skills to interpret financial data against programmatic and systems change objectives.
    • Proficiency in financial management systems and advanced spreadsheet tools (Microsoft Excel).
    • Collaborative facilitation, high integrity, and excellent written and verbal communication skills in English.
