DRC Uganda is seeking a qualified and experienced Finance Officer to support effective financial management, donor compliance, budgeting, reporting, and financial capacity building within its programs.

Job Summary

The Finance Officer will be responsible for ensuring efficient financial management in line with DRC policies, donor regulations, and statutory requirements. The role provides technical financial support to project teams, field finance staff, and partners through budget monitoring, financial reporting, audit preparation, and strengthening internal financial controls.
The successful candidate will support accurate financial reporting, promote accountability, and ensure that financial processes contribute to successful implementation of humanitarian and development programs.

Key Responsibilities

Budget Management and Financial Controls
  • Support the development of project proposals by providing financial input and budget guidance in collaboration with Project Managers.
  • Review financial requests according to DRC’s Internal Delegation of Responsibility and Authority (IDRA) guidelines.
  • Ensure compliance with donor financial management requirements and internal financial policies.
  • Support program teams in understanding and applying DRC financial control tools.
  • Verify expenditure documentation and ensure accountability for all financial transactions.
  • Prepare monthly fund requirements and cash flow forecasts.
  • Ensure timely submission of tax schedules for withheld taxes.
  • Coordinate with Program Managers on budget monitoring and financial performance.
  • Collect project cash forecasts and support timely funding requests.

Financial Reporting

  • Prepare monthly, quarterly, and annual financial reports for DRC and donors.
  • Monitor balance sheet accounts and ensure outstanding financial items are resolved before reporting.
  • Prepare VAT schedules for tax-exempt donors.
  • Ensure financial reports meet donor standards, accuracy requirements, and reporting deadlines.

Audit Management

  • Support Finance Managers and Area Managers in preparing for internal and external audits.
  • Ensure all required financial documentation is available for audit reviews.
  • Participate in audit opening and closing meetings.
  • Support implementation of audit recommendations and improvement of financial processes.

Partnership Financial Management

  • Train partner organizations on DRC financial procedures and internal control tools.
  • Review partner financial reports and supporting documentation.
  • Verify partner expenditures for compliance and accuracy.
  • Support timely processing of partner funds.
  • Monitor partnership budgets and ensure proper financial accountability.
  • Ensure partner expenditures are accurately recorded in financial systems such as Dynamics.

Required Qualifications and Experience

Applicants should have:
  • A Bachelor’s Degree in Accounting, Commerce, Finance, or a related field.
  • Minimum 5 years of professional experience in financial management within international NGOs or development organizations.
  • Experience supporting large-scale humanitarian or development programs.
  • Knowledge of donor financial management, budgeting, and compliance requirements.
  • Professional qualification such as ACCA, CPA, or equivalent is an added advantage.
  • Experience working with financial systems and accounting software.
  • Strong understanding of financial controls and reporting procedures.
