Literacy and Adult Basic Education (LABE) is one of Uganda’s leading indigenous education-focused non-governmental organisations. Founded in 1989 at Makerere University, LABE works to improve literacy, basic education, and lifelong learning opportunities for children and adults.
LABE partners with government institutions, international organisations, civil society organisations, schools, communities, and private sector stakeholders to implement education programmes that strengthen learning outcomes across Uganda.
LABE is implementing the PlayMatters Project, which focuses on promoting Learning through Play (LtP) approaches for children aged 3–12+ affected by conflict in Uganda.
The project works with children, caregivers, teachers, communities, education systems, and other stakeholders to improve inclusive and quality learning opportunities.
LABE is seeking a highly experienced and motivated Field Project Coordinator to provide leadership and oversight for PlayMatters project implementation in Yumbe District.

Job Summary

The Field Project Coordinator will provide strategic leadership and operational oversight for the implementation of the PlayMatters Project at field level.
The successful candidate will coordinate project activities, supervise field project officers, manage partnerships, monitor project progress, oversee field operations and budgets, ensure quality programme delivery, and strengthen collaboration with government, education partners, communities, and other stakeholders.
The role requires strong leadership, project management experience, education programming knowledge, financial management understanding, and the ability to work effectively in humanitarian and refugee contexts.

Key Responsibilities

1. Leadership and Staff Management

  • Lead and manage the field project team to achieve PlayMatters project objectives.
  • Provide guidance, coaching, mentorship, and technical support to Field Project Officers.
  • Conduct performance evaluations for direct reports.
  • Develop team schedules and activity plans.
  • Establish clear roles, responsibilities, and performance expectations.
  • Address performance challenges through constructive feedback and support.
  • Identify staff capacity-building needs and recommend appropriate training.
  • Organise regular team meetings to promote teamwork, planning, and problem-solving.
  • Promote a positive working culture based on LABE values.

2. Communication, Partnerships and Stakeholder Engagement

  • Serve as the main field-level contact person for PlayMatters project communication.
  • Maintain effective communication with project stakeholders.
  • Build strategic partnerships with:
    • Government institutions
    • District education offices
    • NGOs
    • Community organisations
    • Education partners
    • Local leaders
  • Coordinate advocacy and influencing initiatives to promote Learning through Play approaches.
  • Represent LABE and the PlayMatters Project in field-level coordination meetings.
  • Strengthen relationships with education stakeholders in Yumbe.
  • Support communication between project teams, schools, caregivers, communities, and children.
  • Coordinate engagements with local government actors and education partners.

3. Programme Implementation and Project Impact

  • Coordinate implementation of PlayMatters project activities according to approved plans.
  • Ensure activities meet quality standards and project objectives.
  • Coordinate monthly project activity plans.
  • Monitor project progress, achievements, risks, and challenges.
  • Prepare regular implementation reports.
  • Coordinate Field Project Officers’ schedules and activities.
  • Support teacher training and community learning sessions.
  • Ensure effective delivery of Learning through Play interventions.
  • Organise and coordinate:
    • Teacher training sessions
    • School open days
    • School Management Committee meetings
    • Community engagement activities
    • Professional development activities
  • Conduct school visits to verify project implementation.
  • Monitor project outputs, outcomes, and indicators.
  • Maintain organised project records including:
    • Attendance lists
    • Activity reports
    • Distribution records
    • Evidence documents
    • Data collection tools

4. Operations and Financial Management

  • Oversee field-level project administration activities.
  • Act as the project focal person at field level.
  • Support project planning, implementation, and closure processes.
  • Coordinate annual work plans, budgets, and performance plans.
  • Ensure compliance with LABE operational procedures.
  • Prepare monthly field budget forecasts.
  • Monitor project expenditure and identify budget variations.
  • Coordinate procurement and distribution plans.
  • Ensure project resources are delivered effectively and efficiently.

5. Risk Management, Compliance and Accountability

  • Monitor project progress against targets and indicators.
  • Ensure accurate reporting of Learning through Play data.
  • Work closely with Monitoring, Evaluation and Learning (MEL) teams.
  • Support financial and operational accountability.
  • Identify and manage risks related to:
    • Procurement
    • Finance
    • Security
    • Staff wellbeing

  • Ensure compliance with:

  • Ensure implementation of LABE safeguarding policies.
  • Promote safe programming for children and vulnerable groups.
  • Ensure staff and project partners understand safeguarding responsibilities.
  • Report violations of the Code of Conduct.
  • Promote gender equality and inclusive education approaches.
  • Ensure project activities consider vulnerable and marginalised groups.

Minimum Qualifications and Requirements

  • Advanced Degree from a recognised university in:
    • Education
    • Social Sciences
    • Development Studies
    • Related fields
  • Additional qualification or experience in Project Management is highly desirable.
  • Minimum 5 years’ relevant field experience in:
    • Education programming

  • Experience working in humanitarian or refugee contexts.
  • Ability to ride a motorcycle with a valid riding permit.
