Kaso Logistics is seeking a detail-oriented and experienced Customs Declaration Officer to support customs clearance operations through accurate declaration processing, tariff classification, documentation management, and compliance with Uganda Revenue Authority (URA) and East African Community (EAC) customs regulations.

Job Summary

The Customs Declaration Officer will be responsible for preparing, processing, and submitting customs declarations for import, export, and transit shipments through the Uganda Revenue Authority (URA) ASYCUDA World system.
The successful candidate will ensure accurate data entry, correct tariff classification, proper customs valuation, documentation verification, and compliance with EAC customs laws to minimise clearance delays, penalties, and operational risks.
This role requires strong knowledge of customs procedures, logistics documentation, import/export regulations, and attention to detail.

Key Responsibilities

1. Customs Declaration Processing and System Lodgment
The Customs Declaration Officer will:
  • Enter shipment details accurately into the URA ASYCUDA World system.
  • Prepare and submit customs declarations for imports, exports, and transit shipments.
  • Ensure timely processing of customs entries.
  • Lodge transit declarations including T1 documents.
  • Support regional transit procedures.
  • Ensure electronic cargo tracking requirements are completed correctly.
  • Monitor declaration status and follow up on pending clearances.
  • Maintain accurate customs transaction records.
2. Tariff Classification and HS Code Management
Responsibilities include:
  • Analyse shipment documents to determine appropriate Harmonized System (HS) codes.
  • Review product descriptions, technical specifications, and invoices.
  • Apply correct customs tariff classifications.
  • Ensure compliance with EAC Customs Tariff requirements.
  • Minimise risks associated with incorrect classification.
  • Support accurate duty assessments.
3. Customs Valuation and Tax Calculation
The successful candidate will:
  • Calculate applicable customs charges.
  • Determine import duty obligations.
  • Compute VAT, withholding taxes, environmental levies, and other statutory charges.
  • Prepare customs assessment forms.
  • Verify shipment values against supporting documentation.
  • Support accurate client cost calculations.
4. Rules of Origin and Preferential Trade Compliance
Key duties include:
  • Verify Certificates of Origin.
  • Apply preferential tariff treatment under:
    • East African Community (EAC).
    • COMESA trade agreements.
    • Other applicable arrangements.
  • Ensure supporting documents meet customs requirements.
  • Maintain compliance with regional trade regulations.
5. Documentation Verification and Quality Control
The officer will:
  • Review commercial invoices.
  • Verify packing lists.
  • Check bills of lading and airway bills.
  • Confirm accuracy of shipment information.
  • Identify inconsistencies before declaration submission.
  • Follow up on missing or incorrect documents.
  • Maintain organised customs files.
6. Customs Compliance and Record Management
Responsibilities include:

  • Ensure smooth customs clearance processes.
