WCS is seeking an experienced Conservation Law Enforcement Advisor to strengthen conservation law enforcement operations within the Ishasha Sector of Queen Elizabeth Protected Area by building professional ranger capacity, improving operational systems, and supporting intelligence-led conservation initiatives.

Job Summary

The Conservation Law Enforcement Advisor will lead the development of conservation law enforcement capability within the Ishasha Sector by working alongside Uganda Wildlife Authority (UWA) personnel to establish professional ranger operations, strengthen law enforcement systems, and implement analysis-led conservation strategies.
The successful candidate will oversee ranger training, operational planning, conservation technology deployment, intelligence gathering, and law enforcement infrastructure while promoting collaboration with conservation partners and ensuring long-term sustainability of protected area security.
This position is ideal for professionals with extensive experience in wildlife conservation, law enforcement, military or police operations, protected area management, intelligence analysis, ranger training, environmental protection, and conservation technology.

Key Responsibilities

1. Conservation Law Enforcement Leadership
  • Lead the development of conservation law enforcement capacity within the Ishasha Sector.
  • Support Uganda Wildlife Authority in strengthening ranger operations.
  • Implement professional law enforcement systems based on the WCS 5Ps Framework.
  • Promote accountable, sustainable, and intelligence-led conservation policing.
  • Develop operational strategies that enhance wildlife protection.
2. Ranger Operations Management
  • Supervise analysis-led ranger patrol operations.
  • Establish and manage the Ishasha Operations Room.
  • Coordinate operational monitoring and communications.
  • Support deployment planning using intelligence and field data.
  • Ensure effective operational command and control systems.
3. Intelligence and Information Analysis
  • Oversee collection and analysis of field intelligence.
  • Manage Information Analysis Cell operations.
  • Produce operational reports and threat assessments.
  • Support strategic decision-making using conservation intelligence.
  • Strengthen evidence-based wildlife crime prevention.
4. Training and Capacity Building
  • Develop ranger training programmes aligned with national and WCS standards.
  • Build Initial Operating Capability (IOC) for ranger teams.
  • Mentor conservation staff and law enforcement personnel.
  • Promote professional development and operational excellence.
  • Strengthen leadership within ranger units.
5. Conservation Technology Management
  • Implement conservation technologies including:

    • SMART Patrol System
    • Anti-Poaching Cameras

6. Partnership and Stakeholder Engagement
  • Collaborate with Uganda Wildlife Authority and partner organizations.

  • Support cross-border conservation initiatives.
  • Coordinate with NGOs involved in combating wildlife crime.
  • Promote collaboration between law enforcement, biodiversity, and community conservation teams.

Qualifications and Requirements
