Plan International Uganda is seeking a skilled and innovative Communications Officer to support emergency response activities through effective communication strategies, community engagement, and behaviour change initiatives.

Job Summary

The Communications Officer will support emergency response efforts by designing and implementing Risk Communication and Community Engagement (RCCE) campaigns that promote awareness, trust, and positive behaviour change among affected communities.
The successful candidate will provide technical expertise in crisis communication, social listening, community engagement, digital communication, content development, and inclusive messaging to ensure communities receive accurate and timely information during humanitarian interventions.
This role requires strong communication skills, creativity, cultural sensitivity, and the ability to work effectively in refugee and emergency settings.

Key Responsibilities

1. Risk Communication and Community Engagement (RCCE)
  • Develop and implement RCCE communication strategies for emergency response programmes.
  • Design community awareness campaigns that promote positive behaviour change.
  • Support engagement with refugee communities, local leaders, and stakeholders.
  • Ensure communication approaches are inclusive and accessible to vulnerable groups.
  • Gather community feedback to improve programme delivery.
2. Crisis Communication Management
  • Develop communication materials for emergency response activities.
  • Support timely communication during humanitarian crises.
  • Ensure messages are accurate, culturally appropriate, and easy to understand.
  • Provide communication support during emergency operations.
  • Identify communication risks and recommend appropriate responses.
3. Content Development and Storytelling
  • Develop communication materials including:
    • News stories
    • Human-interest stories
    • Social media content
    • Reports
    • Community information materials
  • Capture programme impact stories from beneficiaries and communities.
  • Support visibility and branding requirements of Plan International.
  • Ensure ethical storytelling practices are followed.
4. Social Listening and Community Feedback
  • Monitor community conversations and concerns.
  • Collect feedback from communities and stakeholders.
  • Analyse communication trends and emerging issues.
  • Provide insights to improve programme interventions.
  • Support accountability to affected populations.
5. Digital Communication and Media Support
  • Support digital communication initiatives.
  • Manage communication platforms and online engagement.
  • Prepare communication updates for internal and external audiences.
  • Coordinate with media partners where required.
  • Promote awareness of Plan International programmes.
6. Coordination and Reporting
  • Work closely with programme teams, partners, and humanitarian actors.
  • Support communication planning and reporting.
  • Maintain accurate records of communication activities.
  • Participate in coordination meetings and emergency response discussions.
  • Ensure communication activities align with organisational standards.
