About The Embassy of Iceland in Kampala

The Embassy of Iceland in Kampala was established in 2004, while bilateral development cooperation between Iceland and Uganda began in 2000.
The Embassy is part of the Icelandic Foreign Service and plays a key role in strengthening relations between Iceland and Uganda, supporting Uganda’s socio-economic development through development cooperation programmes, and protecting the interests of Icelandic citizens.
Iceland implements a programme-based approach at district level in Uganda, working closely with government institutions, development partners, and civil society organisations to deliver sustainable development initiatives.

Job Summary

The Adviser – Programmes will support the planning, coordination, implementation, monitoring, and reporting of Iceland’s development cooperation programmes in Uganda.
The successful candidate will work closely with the Senior Adviser Programmes and Head of Cooperation to ensure effective delivery of programmes within partner districts.
The role requires expertise in programme management, project cycle management, monitoring and evaluation, stakeholder engagement, and development cooperation.

Key Responsibilities

1. Programme Planning and Development
  • Support the Embassy’s strategic planning and annual work planning processes.
  • Contribute to programme design, appraisal, and development activities.
  • Support preparation of project documents, implementation plans, and programme frameworks.
  • Ensure programmes align with Embassy priorities and development objectives.
2. Programme Implementation and Coordination
  • Support partner districts and implementing partners in planning and executing programme activities.
  • Coordinate implementation of development projects with government institutions and stakeholders.
  • Monitor programme progress and provide recommendations for improvement.
  • Ensure activities are implemented according to approved plans, budgets, policies, and procedures.
3. Monitoring, Evaluation and Reporting
  • Conduct regular field visits to programme implementation areas.
  • Monitor project activities and assess progress towards expected outcomes.
  • Collect programme data and support evidence-based decision-making.
  • Prepare reports, recommendations, and programme updates.
  • Support results-based management approaches.
4. Stakeholder Engagement and Partnership Management
  • Represent the Embassy in technical working groups and coordination meetings.
  • Maintain effective working relationships with:
    • Government institutions
    • District authorities
    • Development partners
    • Civil society organisations
    • Implementing partners
  • Support collaboration and partnership development.
  • Promote effective coordination among stakeholders.
5. Agreements, Compliance and Documentation
  • Support review of partnership agreements and memoranda of understanding.
  • Ensure programmes comply with approved policies and procedures.
  • Maintain accurate programme records and documentation.
  • Support reporting requirements for the Ministry for Foreign Affairs of Iceland and other stakeholders.
6. Embassy Programme Support
  • Provide support to wider Embassy operations.
  • Participate in meetings and programme discussions.
  • Undertake other duties assigned by the Head of Cooperation.

Qualifications and Requirements

Academic Qualifications
Applicants should have:
  • Bachelor’s Degree in:

  • A postgraduate qualification in a relevant discipline is required.

Professional Experience

Candidates should have:
  • Minimum of five (5) years’ experience in:
    • Development programme management

  • Experience working in sectors such as:
    • Education
    • Water, Sanitation and Hygiene (WASH)
