About the Organization

The Embassy of Iceland in Kampala represents Iceland’s diplomatic and development cooperation interests in Uganda. Established in 2004, the Embassy works to strengthen bilateral relations between Iceland and Uganda while supporting Uganda’s socio-economic development through development cooperation programmes.
Through a programme-based approach, Iceland partners with Ugandan institutions and districts to support initiatives in areas such as education, WASH (Water, Sanitation and Hygiene), local government development, and sustainable community development.

Job Summary

The Adviser – Programmes will support the planning, implementation, monitoring, evaluation, and reporting of development cooperation programmes managed by the Embassy of Iceland in Uganda.
The successful candidate will provide technical advice on programme management, coordinate with government institutions, development partners, and stakeholders, and ensure that projects achieve intended results.
This position requires strong expertise in project management, programme coordination, monitoring and evaluation (M&E), development programmes, stakeholder engagement, and international development cooperation.

Key Responsibilities

1. Programme Planning and Implementation
  • Support the design, planning, and implementation of development programmes.
  • Participate in programme appraisal, reviews, and assessments.
  • Provide technical guidance to ensure projects align with development objectives.
  • Support effective delivery of programmes within approved timelines and budgets.
  • Coordinate implementation activities with partner organizations and government institutions.
2. Project Management and Coordination
  • Manage different programme activities across partner districts.
  • Support project teams in developing work plans, budgets, and implementation strategies.
  • Coordinate communication between the Embassy, implementing partners, and stakeholders.
  • Track programme progress and identify implementation challenges.
  • Provide solutions to improve programme effectiveness.
3. Monitoring, Evaluation and Reporting
  • Develop and support monitoring and evaluation frameworks.
  • Track project indicators and measure programme results.
  • Collect, analyze, and interpret programme data.
  • Prepare progress reports, briefing notes, and programme updates.
  • Support results-based management practices.
4. Stakeholder Engagement
  • Build strong working relationships with:
    • Government agencies

  • Participate in stakeholder meetings and programme discussions.
  • Represent programme interests during coordination forums.
  • Support partnership development and collaboration.
5. Research and Advisory Support
