POSITION DESCRIPTION
Job Title: Investment Manager – Regional Business Office
Reports To: Director Investments
Department: Investments
Scale: Bank 04
Location: Regional Business Office – Arua
Supervises: RBO Staff
JOB SUMMARY / PURPOSE
The job holder shall source for fundable business projects within the regional market aligned with the bank’s strategic objectives and the National Development Plan III. The role focuses on SME financing, investment management, regional banking operations, credit assessment, enterprise development, and sustainable financial growth in Uganda’s banking sector.
ACCOUNTABILITY STATEMENT
The job holder shall establish, develop, manage, and oversee operations at the Regional Office and ensure sustainable growth of the bank’s business across priority sectors in line with banking regulations Uganda, investment policy frameworks, credit risk management, SME lending guidelines, and ESG standards.
PRINCIPLE DUTIES & RESPONSIBILITIES
Directing and managing all operational aspects including regional banking operations, SME financing, investment portfolio management, credit underwriting oversight, human resource leadership, customer service management, enterprise development, and stakeholder engagement in Uganda’s financial sector. Assessing local market conditions and identifying opportunities in SME investment Uganda, women and youth enterprise financing, agribusiness funding, manufacturing finance, tourism sector financing, and regional economic development projects. Developing business plans, financial forecasts, investment strategies, budgeting models, and regional banking growth targets aligned with Uganda financial sector goals. Overseeing loan portfolio management, credit risk supervision, loan recovery, monitoring & evaluation (M&E), and environmental & social compliance (ESG frameworks). The role includes providing staff leadership, coaching, training, performance management, and capacity building in banking operations and SME financing systems. It involves implementing process optimization, operational efficiency, market intelligence systems, and competitive analysis in banking and investment markets Uganda. The Investment Manager ensures compliance with credit risk policies, loan underwriting procedures, banking compliance regulations Uganda, and financial governance frameworks. The role includes conducting investment appraisal, project financing analysis, credit scoring, financial modeling, and risk assessment for SME and regional projects. It requires strong engagement with development partners, donors, government institutions, NGOs, civil society, and private sector stakeholders in Uganda’s financial ecosystem. The job holder also conducts market research, investment pipeline development, business intelligence reporting, and regional financial analysis. The role includes monitoring loan book quality, credit performance, borrower risk ratings, and financial sustainability of funded projects, as well as conducting site visits, portfolio reviews, and investment performance evaluations. It also includes representing the bank in financial inclusion programs, SME development forums, investment conferences, and regional stakeholder engagements.
LEVEL OF AUTHORITY
Manage Regional Business Office staff performance and welfare, coordinate all banking operations in the region, grow a profitable and sustainable investment portfolio, and represent the bank in all regional financial and investment activities.
RELATIONSHIPS
Internally: Head Office staff, Special Programs Unit, RBO Staff.
Externally: SMEs, women and youth enterprises, business associations, government agencies, donors, development partners, civil society, and customers.
PERSON SPECIFICATION
A good degree in Business Studies, Social Sciences, Sciences, or related fields. A Master’s Degree is mandatory. Professional qualifications such as ACCA, CPA, or ACIB are an added advantage. Minimum 5 years experience in investment management, SME financing, credit analysis, banking operations, regional financial leadership, loan portfolio management, and enterprise development in Uganda’s financial sector.
