INTERNATIONAL RESCUE COMMITTEE (IRC) UGANDA JOBS 2026 – COMMUNITY HEALTH & SURVEILLANCE OFFICER VACANCY (VITAL PROJECT | REFUGEE HEALTH & EPIDEMIC PREPAREDNESS)

International Rescue Committee is recruiting a highly motivated and solutions-driven professional to join its Uganda programme under the VITAL Project (Vulnerability-based Integrated Timely Access to Lifesaving Services for the Refugee Crisis in Uganda) funded by DG ECHO. The role focuses on community health systems strengthening, epidemic preparedness, surveillance, and risk communication in refugee and host communities.

Community Health and Surveillance Officer
PROJECT BACKGROUND – VITAL PROJECT
The VITAL Project is an integrated humanitarian response focusing on:
  • Protection services
  • Epidemic preparedness and response (EPR)
  • Multi-purpose cash assistance
  • Community-based systems strengthening
  • Health and protection service delivery for refugee and host populations in Uganda
The programme works closely with Ministry of Health systems, district health teams, and community structures.
JOB OVERVIEW
The Community Health and Surveillance Officer will support implementation of integrated community health and epidemic preparedness interventions in refugee and host communities. The role strengthens:
  • Community-based surveillance systems
  • Risk communication and community engagement (RCCE)
  • Referral systems
  • Community health structures
  • Early warning and outbreak response mechanisms
The officer ensures timely detection, reporting, and response to public health risks and disease outbreaks while strengthening community health systems.
KEY RESPONSIBILITIES
1. Community Health & Epidemic Preparedness Implementation
  • Implement community health and epidemic preparedness and response (EPR) activities.
  • Coordinate community disease surveillance, alert reporting, and referrals.
  • Work with VHTs, CHEWs, health facilities, Rapid Response Teams, and district health authorities.
  • Support identification and reporting of epidemic-prone diseases and public health events.
  • Conduct risk communication, household sensitization, screening, and referral follow-up.
  • Support immunization, maternal health, SRHR, nutrition, and IPC outreach services.
2. Community Systems Strengthening
  • Strengthen VHTs, CHEWs, refugee volunteers, and community networks.
  • Conduct training, mentorship, and supervision of community health structures.
  • Improve referral pathways for health, protection, GBV, SRHR, and child protection services.
  • Facilitate community dialogues, awareness campaigns, and health promotion.
  • Promote inclusive participation of women, youth, persons with disabilities, and vulnerable groups.
3. Integrated Health & Protection Programming
  • Collaborate with protection, GBV, child protection, and SRHR teams.
  • Ensure safe identification and referral of vulnerable individuals.
  • Promote protection-sensitive and inclusive programming.
  • Support dissemination of health and protection messaging.
  • Ensure safeguarding and PSEA compliance in all activities.
4. Monitoring, Reporting & Data Management
  • Collect, verify, and report community health surveillance data.
  • Maintain accurate records of alerts, referrals, trainings, and supervision activities.
  • Support data quality assurance and confidentiality standards.
  • Contribute to work planning, indicator tracking, and reporting.
  • Support community feedback and accountability systems.
5. Coordination & Representation
  • Participate in district and settlement coordination meetings.
  • Work with District Health Teams, OPM, MoH, and partners.
  • Strengthen integration between community and facility-based health services.
  • Support outbreak preparedness simulations and supervision activities.
6. Environmental Health & Safeguarding
  • Promote environmentally responsible health practices.
  • Uphold safeguarding, PSEA, confidentiality, and ethical standards.
  • Identify and report safeguarding concerns appropriately.
QUALIFICATIONS & EXPERIENCE
  • Bachelor’s degree or Diploma in:
    • Public Health
    • Environmental Health
    • Nursing
    • Community Health
    • Clinical Medicine
    • or related field
  • 2–3 years’ experience in community health or humanitarian health programming.
  • Experience working with VHTs, CHEWs, or community volunteer systems.
  • Knowledge of:
    • Integrated Disease Surveillance and Response (IDSR)
    • RCCE (Risk Communication and Community Engagement)
    • Outbreak preparedness
    • Infection Prevention and Control (IPC)
  • Experience in refugee or emergency settings is an advantage.
  • Strong community engagement, coordination, and reporting skills.
  • Ability to use digital or paper-based data systems.
