 JOB SUMMARY
The International Organization for Migration (IOM) Uganda is recruiting a health-focused field coordination professional to support the border health mobility response in the context of the ongoing Ebola outbreak. Under the overall supervision of the Programme Coordinator for Health Promotions, the successful candidate will support coordination of activities at Points of Entry (PoEs), especially in the West Nile region, focusing on disease surveillance, screening systems, reporting, and cross-border health coordination.
This role is central to strengthening public health emergency response systems, ensuring effective monitoring, reporting, and coordination of Ebola-related preparedness and response activities across border communities.
KEY DUTIES & RESPONSIBILITIES
 Monitoring & KPI Reporting
Consolidate and submit daily Key Performance Indicator (KPI) reports from IOM-supported Points of Entry (PoEs) in West Nile, including number of screenings conducted, new alerts reported, referrals made, and contact tracing metrics.
Site Assessments & Supervision
Conduct regular site assessments and provide supportive supervision to PoE screening teams and Community-Based Disease Surveillance (CBDS) activities. Prepare short supervisory reports with clear, actionable recommendations to improve service delivery and response efficiency.
Coordination & Representation
Actively participate in district taskforce meetings and Emergency Operations Centre (EOC) meetings. Represent IOM in coordination forums and ensure timely communication of outcomes and decisions to IOM management.
Cross-Border Engagement
Support trilateral and cross-border coordination meetings, harmonize Standard Operating Procedures (SOPs), support designation of focal points, and assist in implementing agreed cross-border health actions.
Capacity Strengthening
Provide on-the-job mentoring and technical support to Ministry of Health (MoH) screeners, data clerks, Village Health Teams (VHTs), and district teams on screening protocols, locator forms, reporting systems, and data workflows.
Logistics & Operational Support
Identify operational gaps such as equipment shortages, fuel needs, or ambulance support requirements, and coordinate with IOM logistics and procurement teams to ensure rapid resolution and continuity of operations.
 Additional Duties
Perform any other duties as may be assigned to support the Ebola outbreak response and border health operations.
QUALIFICATIONS & EXPERIENCE
  • Bachelor’s degree in Nursing, Medicine, Health Sciences, Community Health, Public Health, or a related field from an accredited institution
  • At least 2 years of relevant professional experience
  • Minimum 3 years relevant experience (overall eligibility requirement) in public health, disease surveillance, or related health programming
  • Fluency in English (desirable)
  • Must be a national, legal resident, or refugee in Uganda
COMPETENCIES & VALUES

  • Experience working in field health coordination or outbreak response environments
