Danish Refugee Council (DRC) Uganda is hiring a Human Resource and Administration Manager based in Kampala.
The Role Purpose
The Human Resource and Administration Manager will lead the HR function in Uganda, providing strategic and technical HR leadership across the country program. The role ensures compliance with DRC policies, supports field offices, and contributes to organizational strategy and people management systems.
Key Duties and Responsibilities
Management & Coordination
  • Lead HR and Administration teams, including performance and staff development
  • Provide technical HR guidance to managers and field offices
  • Ensure coordination with HR legal advisors and regional HR teams
  • Develop and implement HR strategy and workplans
  • Support senior management on HR direction and workforce planning
  • Oversee HR budgeting and resource planning
People Planning
  • Ensure updated job descriptions across all roles
  • Maintain consistency in job titles and grading structures
  • Support succession planning and workforce mobility
  • Assist in restructuring and organizational change processes
Recruitment & Selection
  • Oversee recruitment processes and compliance
  • Support job advertising, longlisting, interviews, and reference checks
  • Conduct recruitment quality control and documentation
  • Lead onboarding and induction processes
  • Provide regular recruitment progress reports to management
Contracts & Compensation
  • Manage employment contracts, extensions, and resignations
  • Oversee payroll administration for national staff
  • Support salary benchmarking processes
  • Ensure proper HR filing and documentation systems
Performance & Staff Development
  • Implement performance appraisal and probation systems
  • Support disciplinary and performance management processes
  • Ensure exit interviews and staff exit procedures are completed
  • Develop staff training and capacity-building plans
Staff Well-being
  • Support staff welfare and insurance systems
  • Promote employee well-being initiatives
  • Implement R&R and housing policies
  • Ensure staff engagement and feedback mechanisms (DRC Voices)
HR Policies & Compliance
  • Ensure HR policies are localized and updated
  • Conduct annual HR compliance checks
  • Maintain HR systems, tools, and trackers
  • Train managers on HR policies and people management tools
  • Coordinate with HQ and regional offices on HR standards
Administration Management
  • Oversee office administration systems and procedures
  • Manage office leases, rentals, and contracts
  • Supervise utilities, supplies, and office resources
  • Manage expat logistics, visas, and onboarding support
  • Coordinate administrative support services across offices
DRC Dynamics / ERP Management
  • Ensure accurate HR data in ERP systems (DRC Dynamics)
  • Generate HR reports and analytics for decision-making
  • Ensure system compliance and data integrity
  • Support ERP users and system optimization
Leadership Responsibilities
  • Lead HR strategic decision-making at country level
  • Ensure compliance with DRC policies and standards
  • Manage staff performance, development, and accountability
  • Oversee HR unit resource management and planning
Qualifications & Experience
  • Bachelor’s degree in HR, Business, or Social Sciences (HR specialization)
  • Minimum 6 years’ HR experience in humanitarian organizations
  • At least 2 years in senior HR management (INGO required)
  • Strong knowledge of HR principles and people management systems
  • Excellent interpersonal and communication skills
  • Strong organizational and leadership abilities
  • Fluency in English (written and spoken)
  • Master’s degree is an added advantage
