World Vision Uganda is hiring for a Monitoring, Evaluation and Learning (MEAL) Officer – THRIVE 2030 Project.
Job Title: Monitoring, Evaluation and Learning Officer – THRIVE 2030
Location
Kampala – National Office
Reports To
Project Coordinator
Key Result Areas
Set up and Support THRIVE 2030 Project Monitoring
  • Establish a strong MEAL system and performance monitoring framework
  • Develop tools to track all project indicators
  • Provide guidance on data collection, storage, and processing
  • Strengthen accountability mechanisms at AP and cluster levels
Project Monitoring
  • Collect and process project activity data
  • Conduct output and outcome monitoring
  • Produce monitoring reports on project progress
  • Conduct quarterly data quality assessments
  • Identify gaps and recommend corrective actions
  • Support accountability mechanisms at all levels
Data Management, Analysis and Reporting
  • Analyze quantitative and qualitative data
  • Produce statistical and descriptive reports
  • Create data visualizations for decision-making
  • Use tools such as SPSS, STATA, EPIINFO, GIS, EPIDATA
  • Prepare monitoring and evaluation reports for donors and management
Project Documentation and Learning
  • Prepare monthly, quarterly, semi-annual, and annual reports
  • Facilitate learning and reflection meetings
  • Document best practices, lessons learned, and success stories
  • Support use of evaluation and baseline findings for decision-making
Assessments, Evaluations, and Research
  • Lead project assessments, baselines, and evaluations
  • Track implementation of evaluation recommendations
  • Support donor compliance in research and evaluation processes
Information Management Systems
  • Develop and maintain M&E databases and systems
  • Use tools such as iMPAQ, GIS, SPSS, EPIDATA, STATA
  • Support proposal development and resource mobilization
  • Coordinate strategic M&E initiatives (LEAP 3, iMPAQ systems)
Capacity Building
  • Train staff and stakeholders in M&E tools and systems
  • Provide coaching and mentoring on data management and reporting
  • Strengthen organizational M&E capacity
Any Other Duties
  • Support MEAL Manager in achieving organizational objectives
Knowledge and Qualification for the Role
  • Bachelor’s degree in M&E, Statistics, Economics, Mathematics, Public Health, Demography, Biostatistics, or related field
  • Minimum 3 years’ experience in data-intensive M&E work
  • Experience in designing M&E systems and tools
  • Strong knowledge of SPSS, STATA, NVIVO, EPIINFO, EPIDATA
  • Experience in data analysis, reporting, and research
  • Strong communication and report writing skills
  • Experience in proposal writing and grants management
  • Ability to work with multi-disciplinary teams
  • Strong analytical and conceptual thinking skills
  • Willingness to travel up to 30% domestically
  • Fluency in English required
  • Must be a practicing Christian
