PROCUREMENT OFFICER

JOB SUMMARY
The Procurement Officer will support the STRIDES project in Uganda by assisting the Procurement Manager in the efficient coordination, management, and execution of procurement functions. The role supports day-to-day procurement operations, supplier coordination, logistics management, inventory control, and systems administration in compliance with FHI 360 policies, donor regulations, and Government of Uganda procurement laws.
ACCOUNTABILITIES
The Procurement Officer is responsible for implementing and maintaining FHI 360 Uganda procurement policies and procedures, ensuring strict compliance with donor procurement guidelines including US Government (USG) regulations and organizational standards.
The role involves managing procurement processes for office supplies, ICT equipment, medical supplies, pharmaceuticals, furniture, software, subscriptions, publications, and other project-related goods and services for both country and field offices. The officer ensures transparent procurement practices, proper documentation, and full audit readiness.
The position coordinates closely with finance, administration, and program teams to ensure effective internal controls, timely vendor payments, and complete procurement documentation. The role also supports logistics planning, procurement budgeting, and supply chain coordination to ensure efficient service delivery within project constraints.
Additional responsibilities include maintaining supplier databases, monitoring market prices and conditions, negotiating with vendors, ensuring timely delivery of goods and services, and maintaining strong professional relationships with suppliers and service providers.
The Procurement Officer also supports inventory tracking, procurement reporting, reconciliation processes, procurement dashboard updates, and coordination with accounting teams to ensure financial accuracy and timely settlement of purchase orders. The role ensures continuous maintenance of procurement trackers and contributes to operational efficiency across the STRIDES project.
REQUIREMENTS
The ideal candidate must possess a Bachelor’s Degree in Business Administration, Procurement, Supply Chain Management, Logistics, Commerce, or a related field from a recognized institution. A professional qualification in procurement such as CIPS Level 2 or equivalent certification is required. Additional certifications in procurement, logistics, or business management are an added advantage.
The role requires 3 to 5 years of practical experience in procurement, supply chain management, logistics operations, or inventory management, preferably in donor-funded organizations or NGOs. Strong knowledge of public procurement laws in Uganda and familiarity with US Government procurement regulations is highly desirable.
Candidates must demonstrate excellent communication skills, analytical thinking, negotiation ability, problem-solving skills, attention to detail, and strong ethical standards. Prior experience working in NGO procurement environments and donor-funded projects is an added advantage.

SALARY
The expected salary range for this position is UGX 53,000,000 – 75,000,000 annually.
