Job Summary
The HR Officer serves as a central HR contact point for both plant-floor and corporate employees, supporting the full employee lifecycle. The role emphasizes employee relations, statutory compliance, payroll administration, and learning and development within a manufacturing environment.
Key Responsibilities
Employee Relations & Compliance
  • Act as the primary point of contact for employee grievances, disciplinary issues, and workplace conflict resolution.
  • Ensure consistent application of HR policies and procedures across all staff levels.
  • Maintain compliance with Ugandan labor laws, occupational health & safety (OHS) standards, and internal HR policies.
  • Manage disciplinary and dismissal processes in line with legal and organizational requirements.
  • Conduct workplace investigations and recommend corrective actions based on findings.
  • Promote a positive and respectful workplace culture in collaboration with supervisors and management.
Payroll & Compensation Management
  • Coordinate end-to-end payroll processing with the Finance department.
  • Ensure timely and accurate payment of salaries, including shift allowances and overtime.
  • Maintain payroll records including statutory deductions (NSSF, PAYE, etc.).
  • Administer employee benefits such as health insurance and leave entitlements.
  • Support salary benchmarking and compensation reviews.
  • Resolve payroll-related employee queries efficiently and accurately.
Learning & Development
  • Conduct Training Needs Assessments (TNA) with departmental heads.
  • Design and implement training programs including safety, technical, and leadership development.
  • Coordinate onboarding and orientation for new employees.
  • Maintain training records and ensure compliance with mandatory certifications.
  • Track training effectiveness and report on learning KPIs.
General HR Operations
  • Maintain accurate and confidential employee records and HR databases.
  • Prepare HR reports including headcount, turnover, absenteeism, and training metrics.
  • Support development and implementation of HR policies and procedures.
  • Coordinate performance appraisal cycles and guide managers on execution.
  • Provide HR analytics and insights for management decision-making.
Qualifications
  • Bachelor’s Degree in Human Resource Management, Industrial Relations, Business Administration, or related field.
  • Minimum of 3 years’ HR experience, preferably in manufacturing, industrial, or FMCG environments.
Key Skills & Competencies
  • Strong employee relations and conflict management skills.
  • Experience in disciplinary procedures and workplace investigations.
  • Payroll processing and benefits administration expertise.
  • Knowledge of Ugandan labor laws and HR compliance requirements.
  • Training and development program design experience.
  • Strong analytical and reporting skills.
  • Proficiency in MS Office (Word, Excel, PowerPoint).
  • High level of confidentiality, professionalism, and integrity.
  • Strong communication and interpersonal skills.
