Job Purpose
UNICEF is seeking a highly experienced Public Health Emergency Specialist Consultant to support the rollout of the country office's comprehensive Public Health Emergency (PHE) prevention and response strategy. The consultant will play a critical role in strengthening Uganda's health security framework through technical leadership, stakeholder coordination, emergency preparedness support, and collaboration with government and development partners.
The consultant will provide strategic and technical assistance in public health emergency preparedness and response initiatives, working closely with the Ministry of Health and other stakeholders to enhance national health security systems and emergency response capacities.
Key Responsibilities
Public Health Emergency Strategy Implementation
  • Facilitate the rollout of UNICEF Uganda's Public Health Emergency (PHE) prevention and response strategy.
  • Support implementation of emergency preparedness and response initiatives.
  • Contribute to strengthening Uganda's overall health security framework.
  • Provide technical guidance on public health emergency management.
Technical Assistance & Health Systems Strengthening
  • Provide high-level technical assistance to the Ministry of Health.
  • Support the development and implementation of health emergency preparedness plans.
  • Strengthen public health systems and emergency response mechanisms.
  • Contribute to health systems strengthening initiatives.
Stakeholder Coordination & Partnerships
  • Facilitate multi-stakeholder coordination mechanisms.
  • Lead technical consultations with government institutions, development partners, and other stakeholders.
  • Foster collaboration among public health actors.
  • Support effective coordination of emergency preparedness and response activities.
Grant Management & Program Support
  • Support management and oversight of large, complex grants funded by multilateral and bilateral donors.
  • Ensure grant implementation aligns with donor requirements and program objectives.
  • Monitor progress and support reporting requirements.
  • Contribute to effective resource utilization and accountability.
Public Health Emergency Preparedness & Response
  • Support planning, implementation, and monitoring of public health emergency interventions.
  • Strengthen emergency preparedness systems and response capacities.
  • Provide strategic recommendations for improving health security.
  • Support evidence-based decision-making during public health emergencies.
Monitoring, Reporting & Documentation
  • Monitor implementation progress and achievement of objectives.
  • Prepare technical reports and documentation.
  • Support data analysis and dissemination of findings.
  • Ensure timely submission of required deliverables.
Minimum Qualifications
Education
  • Master's Degree in:
    • Public Health
    • Epidemiology
    • Global Health
    • Health Systems Strengthening
    • Or a related field
Professional Experience
  • Minimum of 8 years of professional experience in public health emergencies or related public health fields.
  • Demonstrated experience managing large and complex grants from multilateral and bilateral donors.
  • Proven experience providing technical assistance to the Ministry of Health.
  • Experience supporting health systems strengthening initiatives.
  • Strong background in public health emergency preparedness and response.
