Job Purpose
GAIN Uganda is seeking a highly motivated and experienced Project Manager, Healthy School Food Environments, to manage interconnected workstreams spanning school meal supply chains, food environments, adolescent behaviour change, and policy engagement. The role requires coordinating activities across government institutions, private sector actors, development partners, schools, and civil society organizations to strengthen healthy school food systems and improve nutrition outcomes.
The Project Manager will be responsible for overseeing project implementation, stakeholder engagement, procurement, budgeting, policy coordination, monitoring and evaluation support, and partnership management to ensure successful delivery of project objectives.
Key Responsibilities
Project Planning & Implementation
  • Define project scope, activities, and workplans in line with the approved concept note and GAIN Uganda business plan.
  • Develop implementation strategies to ensure timely and effective project delivery.
  • Translate strategic objectives into practical implementation plans and measurable results.
  • Monitor project progress and ensure activities are completed according to schedule.
Monitoring, Evaluation & Learning
  • Support technical specialists in onboarding and coordinating evaluation partners.
  • Provide evaluation partners with comprehensive information on project activities, timelines, and operational requirements.
  • Ensure alignment between project implementation and evaluation activities.
  • Facilitate data collection, reporting, and learning processes.
School Recruitment & Stakeholder Engagement
  • Lead recruitment and enrolment of pilot schools.
  • Develop school selection criteria and enrolment frameworks.
  • Liaise with school authorities and secure necessary approvals.
  • Build and maintain strong relationships with participating schools and stakeholders.
Government & Policy Coordination
  • Maintain regular engagement with Ministry of Education and Sports (MoES) technical working groups on school meal programmes.
  • Support the development and implementation of national school feeding policies.
  • Coordinate with Kampala Capital City Authority (KCCA) and municipal authorities on food sales and marketing regulations near schools.
  • Contribute to policy advocacy and institutional strengthening initiatives.
Supply Chain & Food Systems Management
  • Support initiatives aimed at strengthening school meal supply chains.
  • Promote sustainable food procurement systems within schools.
  • Facilitate collaboration among farmers, aggregators, millers, vendors, MSMEs, and schools.
  • Support implementation of nutrition-sensitive procurement practices and quality standards.
Financial Management & Budgeting
  • Work closely with finance teams to develop accurate budgets and forecasts.
  • Monitor project expenditures and ensure activities remain within approved budgets.
  • Track financial performance and support donor reporting requirements.
  • Ensure compliance with organizational financial procedures.
Procurement & Vendor Management
  • Lead procurement processes in accordance with organizational policies and ethical standards.
  • Identify, evaluate, and manage suppliers and service providers.
  • Ensure procurement activities meet quality, cost, and timeline requirements.
  • Maintain supplier relationships and contract compliance.
Partnership Development & Coordination
  • Establish and formalize working relationships with project partners.
  • Clarify partner roles, responsibilities, and expectations.
  • Coordinate activities among government agencies, development partners, schools, and private sector stakeholders.
  • Foster collaboration and alignment among all implementing partners.
Qualifications & Experience
Technical Expertise
  • Demonstrated expertise in school feeding systems and school meal programmes.
  • Strong understanding of food value chains and local supplier networks.
  • Experience working with schools, farmers, aggregators, millers, vendors, and MSMEs.
  • Knowledge of nutrition-sensitive procurement and food supply systems.
Policy & Institutional Knowledge
  • Strong understanding of Uganda's policy and institutional landscape for:
    • School Feeding Programmes
    • Education Systems
    • Nutrition Programmes
    • Food Systems Development
  • Familiarity with government-led school meal initiatives and procurement mechanisms.
  • Experience engaging with government institutions and policy platforms.
Project Management Skills
  • Proven experience in project planning and implementation.
  • Strong results-based management experience.
  • Monitoring and evaluation coordination skills.
  • Budget planning and financial management experience.
  • Procurement and contract management expertise.

Salary & Benefits
Annual Gross Salary
UGX 94,217,556 – UGX 107,742,240 Gross Per Annum
