The Senior Technical Advisor – Health Programs at FHI360 is responsible for providing strategic technical leadership and oversight of integrated health service delivery programs in Uganda, with a focus on HIV, TB, malaria, and broader public health systems under the EpiC project. The role ensures the design, implementation, and monitoring of high-quality, life-saving health interventions while strengthening health systems and improving coordination across service delivery points.
The position provides expert technical guidance in integrated HIV and TB program implementation, supporting the development of workplans, technical strategies, and performance frameworks within available resources and donor requirements. The advisor ensures alignment with PEPFAR-supported programs, Ministry of Health Uganda priorities, and international public health standards.
A key responsibility is to lead and strengthen health systems capacity building, including training government partners, implementing organizations, and field teams on integrated service delivery approaches. The role supports optimization of the continuum of care in HIV, TB, malaria, and related health services, ensuring efficiency, quality, and sustainability.
The Senior Technical Advisor supervises technical teams and sub-partners, managing program implementation, staff performance, and Level of Effort (LOE) allocation to ensure effective delivery of project outcomes. The role also provides mentorship to junior technical staff and contributes to institutional capacity strengthening.
In addition, the position plays a central role in monitoring, evaluation, and reporting, including data aggregation, analysis, and preparation of donor reports and technical presentations for stakeholders such as the Government of Uganda, donors, and implementing partners.
The role requires strong engagement in stakeholder coordination and technical working groups, ensuring continuous dialogue with national health authorities and development partners to improve integrated health service delivery systems.
The advisor is also responsible for identifying operational inefficiencies, developing innovative solutions, and improving health program performance, service quality, and implementation effectiveness across supported facilities and regions.
