Job Summary
The Human Resource Manager is responsible for providing strategic leadership in human resource management to ensure the effective recruitment, development, retention, and management of staff. The role supports organizational growth through workforce planning, policy implementation, employee engagement, performance management, compliance, and organizational development while maintaining the highest standards of professionalism and ethics.
Key Responsibilities
Recruitment and Staffing
  • Lead transparent and merit-based recruitment processes.
  • Coordinate workforce planning and staffing requirements.
  • Manage job advertising, candidate screening, interviews, selection, and onboarding.
  • Collaborate with department managers to identify current and future staffing needs.
Policy Development and Compliance
  • Develop, review, and implement HR policies and procedures.
  • Ensure compliance with Uganda labour laws, donor regulations, and institutional policies.
  • Maintain employee handbooks and codes of conduct.
  • Promote safeguarding and ethical workplace standards.
Employee Relations and Welfare
  • Handle employee grievances and disciplinary matters professionally.
  • Promote employee wellbeing, psychosocial support, and wellness initiatives.
  • Foster a positive, inclusive, and productive work environment.
Performance Management
  • Coordinate staff performance appraisal systems.
  • Support managers in performance reviews and feedback processes.
  • Link performance outcomes to rewards, recognition, and development opportunities.
Training and Development
  • Conduct training needs assessments.
  • Organize professional development programs, workshops, mentoring, and coaching initiatives.
  • Promote continuous learning and staff capacity building.
Compensation and Benefits Management
  • Administer payroll, employee benefits, and compensation programs.
  • Ensure equitable and competitive remuneration structures.
  • Support salary reviews and compensation benchmarking activities.
Talent Retention and Succession Planning
  • Develop and implement employee retention strategies.
  • Identify critical positions and succession planning opportunities.
  • Support leadership development and career progression initiatives.
Organizational Culture and Communication
  • Promote organizational values and workplace culture.
  • Facilitate effective communication between management and employees.
  • Coordinate team-building and employee engagement activities.
Qualifications
  • Bachelor’s Degree in Human Resource Management OR Bachelor’s Degree in Social Sciences, Business Administration, Development Studies with a Postgraduate Diploma in Human Resource Management.
  • Certificate in Administrative Law is mandatory.
  • Master’s Degree in Human Resource Management is an added advantage.
Experience Requirements
  • Minimum of 2 years’ relevant experience in Human Resource Management.
  • Experience in NGO, research, healthcare, development, or donor-funded organizations is an added advantage.
