Job Summary
The National Content & Social Officer is responsible for supporting the implementation of national content and social performance initiatives within the Tilenga Project. The role focuses on strengthening local content participation throughout the supply chain, supporting community engagement activities, monitoring compliance with national content requirements, managing social issues, and ensuring timely reporting. The position also works closely with contractors, suppliers, communities, and project stakeholders to promote sustainable local participation and positive social impact.
Key Responsibilities
National Content Management
  • Ensure national content requirements are effectively cascaded throughout the supply chain.
  • Support suppliers through guidance, tools, templates, and advisory services.
  • Monitor supplier compliance with national content obligations.
  • Promote local workforce participation and capacity-building initiatives.
  • Support implementation of national content development programs.
Reporting & Compliance
  • Ensure timely preparation and submission of national content reports.
  • Review, validate, and improve reports submitted by liaison officers and social teams.
  • Maintain accurate records of national content performance indicators.
  • Monitor compliance with project and contractor requirements.
Social Performance & Community Engagement
  • Support the design and implementation of community engagement activities.
  • Assist in delivering social development and capacity-building programs.
  • Participate in stakeholder consultations and community meetings.
  • Strengthen relationships with local communities and project stakeholders.
  • Support conflict resolution and community grievance management.
Staff Welfare & Social Issues Management
  • Record, assess, and investigate staff social issues.
  • Ensure timely resolution and closure of reported social concerns.
  • Provide support and recommendations for workplace social matters.
  • Maintain confidentiality and professionalism when handling sensitive issues.
Stakeholder Engagement
  • Represent the organization during stakeholder meetings and engagements.
  • Participate in project-related consultations and community forums.
  • Collaborate with government agencies, contractors, suppliers, and local leaders.
  • Support positive relationships between the project and host communities.
Qualifications
  • Bachelor's Degree in:
    • Social Sciences
    • Social Work and Social Administration
    • Human Rights and Conflict Resolution in Africa
    • Public Administration
    • Or a related field
  • Strong proficiency in:
    • Microsoft Excel
    • Microsoft Word
    • Microsoft Outlook
    • Microsoft PowerPoint
  • Knowledge of procurement and contracting processes, particularly within the Oil & Gas sector.
