Job Summary
The Program Officer, Social Emotional Learning (SEL) Advocacy is responsible for leading advocacy initiatives that promote the integration of Social Emotional Learning (SEL) into education systems across East Africa. The role focuses on evidence generation, policy influence, stakeholder engagement, communications, and capacity building to strengthen education outcomes for refugees, displaced populations, and marginalized children.
Key Duties and Responsibilities
Evidence Generation and Research
  • Lead comprehensive research and evidence-based analysis on SEL approaches within displacement settings.
  • Conduct stakeholder consultations with refugee-led organizations, teachers, learners, church leaders, district local governments, and community stakeholders.
  • Analyze and document evidence from SEL interventions to identify best practices and learning outcomes.
  • Produce research reports and recommendations for policy advocacy.
Advocacy and Communication
  • Develop policy briefs, advocacy reports, IEC materials, success stories, and awareness content.
  • Lead digital advocacy campaigns through social media, television, and radio platforms.
  • Organize and facilitate national policy dialogues with government institutions and policymakers.
  • Coordinate strategic advocacy engagements with regional organizations including IGAD and the African Union.
Capacity Building and Stakeholder Engagement
  • Facilitate training workshops for teachers, community leaders, parliamentarians, and education stakeholders.
  • Coordinate webinars, conferences, inception meetings, and advocacy events.
  • Lead commemorative activities for International SEL Day and related awareness campaigns.
  • Strengthen partnerships with civil society organizations, refugee-led organizations, and education actors.
Required Qualifications
Education
  • Bachelor's Degree in Education, Law, International Relations, Human Rights, Social Sciences, or a related field.
  • Postgraduate qualification is an added advantage.
Professional Experience
  • 3–5 years of experience in policy advocacy, education programming, or social development.
  • Experience working with refugees, internally displaced persons (IDPs), and humanitarian programs.
  • Experience engaging with government institutions and regional bodies.
  • Knowledge of education systems and policy frameworks within East Africa.
Technical Skills
  • Strong qualitative and quantitative research skills.
  • Policy analysis and policy brief development.
  • Advocacy strategy development and implementation.
