UN RESIDENT COORDINATOR SYSTEM – ADMINISTRATIVE ASSISTANT
Job Overview
The UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals (SDGs).
As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an independent UN Resident Coordinator – the Representative of the UN Secretary-General and the highest-ranking official of the UN Development System at the country level – support countries in the achievement of their development priorities and the attainment of the SDGs.
This position is based in the UN Resident Coordinator’s Office in Kampala, Uganda. The Administrative Assistant will report to the Head of the Resident Coordinator’s Office under the overall leadership of the UN Resident Coordinator.

Responsibilities
Human Resources Management
  • Initiates, reviews, processes and follows-up actions related to the administration of the unit’s human resource activities, including recruitment, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, and training.
  • Ensures consistency in the application of UN rules and procedures.
  • Responds to enquiries and provides information and advice to staff regarding entitlements, administrative procedures, conditions of service, duties, responsibilities, and Staff Rules and Regulations.
  • Oversees the maintenance of vacancy announcement files and tracks the status of vacancy announcements.
  • Reviews and processes personnel actions.
  • Monitors staffing tables and prepares relevant statistical data and charts.
Budget and Finance
  • Assists in the preparation and review of financial and human resource proposals and requirements.
  • Consolidates budget and work programmes related to Headquarters’ budgets, trust funds, grants, and procurement.
  • Monitors expenditures and compares them with approved budgets.
  • Prepares adjustments as necessary.
  • Assists managers in the development of resource requirements for budget submissions.
  • Supports preparation of budget performance submissions and final budget reports.
  • Analyzes variances between approved budgets and actual expenditures.
  • Prepares and customizes financial reports from system-generated reports.
  • Coordinates with finance and budget staff during preparation of budget reports.
General Administration
  • Drafts routine correspondence related to administrative, financial, audit, and personnel matters.
  • Coordinates extensively with service units and liaises frequently with internal teams both at Headquarters and in the field.
  • Performs administrative duties including travel coordination, vendor payment monitoring, office space planning, equipment and software maintenance, and organizing seminars, conferences, and translations.
  • May guide, train, and supervise junior General Service staff.
  • Assists with data collection, analysis, presentations, reports, planning, and decision-making.
  • Assists with updating information materials such as web pages and brochures.
  • Serves as Security Focal Point for the Office, including participation in Security Cell meetings and support to the Resident Coordinator during Security Management Team meetings.
Contract Administration
  • Assists with day-to-day administration of contracts between the UN and external contractors.
  • Audits contractor invoices against delivered goods and services.
  • Processes contractor payments and monitors payment status.
  • Prepares and processes UN forms and permissions, including grounds passes, property passes, parking permits, access cards, and office keys.
  • Ensures requirements and background information used for data analysis are documented.
  • Performs other duties as assigned.
Education
  • Completion of High School Diploma or equivalent is required.
  • A relevant first-level university degree may be accepted in lieu of two years of required experience.
  • Additional certification in administrative services, finance, accounting, audit, human resources, or a related field is desirable.
Job-Specific Qualification
  • Certification in Data Analytics, Business Analytics, or Data Science is desirable.
Work Experience
  • Minimum of seven (7) years of progressively responsible experience in administrative services, finance, accounting, audit, human resources, or a related area is required.
  • Experience with Enterprise Resource Planning (ERP) systems such as Umoja or similar is desirable.
  • Experience working with the United Nations or a similar international organization is desirable.
  • Proficiency in Microsoft Excel and experience in data analytics are desirable.
Languages
  • English and French are the working languages of the United Nations Secretariat.
  • For this position, English is required.
