POSITION
Finance & Administration Officer
Department: Finance
Reports To: Administrator
Location: Kampala, Uganda
Experience Required: 3+ Years
Travel Requirement: Up to 30%

POSITION PURPOSE
The Finance & Administration Officer will provide financial and administrative support to ensure accurate, transparent, and timely financial management across the organization. The role is responsible for payroll administration, statutory compliance, financial reporting, cash management, regional finance support, and adherence to RTV financial policies and procedures.

KEY RESPONSIBILITIES
Payroll Administration
• Maintain and update payroll records, including onboarding, offboarding, and employee data changes.
• Prepare payroll net pay reports for review and approval.
• Process payroll payments and related tax remittances.
• Post payroll transactions into the General Ledger (GL).
• Manage salary advances and related reconciliations.
• Maintain and update Data Collectors’ PAYE and NSSF records weekly.
Statutory Compliance
• Prepare and remit statutory deductions including:
  • PAYE
  • NSSF
  • Withholding Tax (WHT)
• Reconcile WHT balances within the accounting system.
• Update taxable invoice information and support monthly tax return submissions.
• Ensure compliance with all tax regulations and statutory requirements.
Financial Operations
• Verify supporting documentation for payments and financial transactions.
• Initiate bank and mobile money payments according to approved procedures.
• Prepare weekly cash flow reports and forecasts.
• Maintain accurate financial records and update finance systems.
• Ensure proper filing and accessibility of financial documentation for audits and reference.
Business Partnering & Administrative Support
• Serve as the Finance Business Partner for assigned regions and field offices.
• Support budgeting, budget monitoring, and financial planning activities.
• Assist with opening and maintaining organizational bank accounts.
• Manage relationships with banks and financial service providers.
• Provide financial guidance and support to staff on policies and procedures.
Compliance & Continuous Improvement
• Ensure compliance with RTV financial policies and procedures.
• Report suspected financial irregularities or non-compliance issues.
• Identify opportunities to improve financial efficiency, accuracy, and cost-effectiveness.
• Support internal and external audit activities.
• Contribute to strengthening financial controls and operational effectiveness.
REQUIRED EDUCATION & QUALIFICATIONS
• Bachelor’s Degree in:
  • Accounting
  • Finance
  • Business Administration
  • Related Field
• Minimum of three (3) years of relevant experience in finance, accounting, or administration.
• Demonstrated experience managing payroll processes and employee compensation systems.
PREFERRED QUALIFICATIONS
• Knowledge and practical experience in:
  • PAYE
  • NSSF
  • Withholding Tax (WHT)
• Progress toward or completion of professional accounting qualifications such as:
  • CPA
  • ACCA
• Experience working in a nonprofit, NGO, or international development organization.

• Based in Kampala with regular support to regional operations.
• Requires travel of up to 30% across RTV operational districts.
