ABOUT THE ROLE
Q-Sourcing Limited trading as Q-Sourcing Servtec, a manpower management solutions firm operating across East Africa, is recruiting on behalf of TotalEnergies Uganda for the position of Social Compliance Officer.
The successful candidate will be responsible for implementing and monitoring contractor social management requirements, ensuring compliance with project social obligations, labor standards, local recruitment requirements, grievance mechanisms, and sustainable development commitments.

KEY RESPONSIBILITIES
Contractor Social Management & Compliance
• Implement the Contractor Social Management Control Framework.
• Identify contractor social management obligations and required controls.
• Assign social risk categories based on scope of work, community impact, risk exposure, and contractor capacity.
• Review and approve Contractor Social Management Plans.
• Coordinate contractor onboarding processes.
• Ensure contractor and subcontractor awareness regarding labor and working conditions, local recruitment, grievance management, and use of the Project SIMS (Borealis).
• Design and implement contractor assurance frameworks.
• Define corrective actions and escalate non-compliance issues where necessary.
• Ensure all contractor social obligations are fulfilled before demobilization.
Risk Assessment & Contractor Oversight
• Review contractor scopes of work and contractual social requirements.
• Conduct contractor social risk categorization to determine the level of monitoring and assurance required.
• Establish effective working relationships with Contract Managers, Package Managers, Contractors, and Subcontractors.
• Align on social obligations, risk mitigation measures, and resource requirements.
Social Management Planning
• Support development and continuous improvement of social compliance systems, procedures, and processes.
• Review and approve Contractor Social Management Plans before field mobilization.
• Ensure implementation of company social standards, international best practices, and sustainable development requirements.
• Address social non-compliance through corrective actions and escalation mechanisms.
Training, Awareness & Stakeholder Engagement
• Ensure comprehensive onboarding and induction of contractors and subcontractors.
• Coordinate awareness programs related to social management plans.
• Collaborate with internal teams responsible for:
  • Stakeholder Engagement
  • National Content
  • Local Recruitment
  • Procurement
  • Corporate Social Responsibility (CSR)
  • Human Resources
  • Health, Safety & Environment (HSE)
• Coordinate with Government of Uganda stakeholders and project partners.
Monitoring, Evaluation & Reporting
• Monitor contractor social performance and compliance.
• Evaluate contractor social management programs against company requirements.
• Produce regular dashboards, reports, and performance updates.
• Support audits, reviews, and assurance activities.
ACADEMIC QUALIFICATIONS
• Bachelor's Degree in:
  • Social Sciences
  • Development Studies
  • Anthropology
  • Human Resource Management
  • Related Field
REQUIRED EXPERIENCE
• Minimum of 2 years of experience in:
  • Contractor Management
  • Compliance Management
  • Risk Management
  • Audit Functions
• Experience working in complex and multicultural environments.
• Strong stakeholder management and relationship-building skills.
• Experience coordinating with contractors, subcontractors, government institutions, and project teams.
