Health Information Systems Advisor
ABOUT THE PROJECT
PATH seeks a Health Information Systems Advisor for the STRengthening Infectious Disease DEtection Systems (STRIDES) Project.
The global project aims to strengthen surveillance, detection, and analytical capacity for infectious diseases across both human and animal health sectors.
The Health Information Systems Advisor will serve as a subject matter expert responsible for supporting the technical surveillance aspects of the project, including policy development, process implementation, and ensuring high-quality delivery of surveillance activities in Uganda.

KEY RESPONSIBILITIES
• Lead the integration of Indicator-Based Surveillance (IBS), Event-Based Surveillance (EBS), Community-Based Surveillance (CBS), Antimicrobial Resistance (AMR), and laboratory data streams across human and animal health systems into national digital platforms such as DHIS2 and SORMAS.
• Ensure interoperability of surveillance systems and alignment with global standards.
• Design and implement centralized data pipelines and dashboards to support real-time analysis, reporting, and evidence-based decision-making.
• Conduct assessments of surveillance architecture, data flows, and interoperability across human and animal health sectors.
• Develop secure data-sharing protocols and governance frameworks to strengthen multisectoral collaboration and long-term sustainability.
• Collaborate with government stakeholders and partners to ensure Health Information Systems (HIS) are aligned with national priorities and institutionalized effectively.
• Facilitate regular data-sharing forums, stakeholder meetings, and technical workshops to review outputs, address challenges, and improve coordination.
• Support country teams and technical partners to ensure project activities remain on track and technically sound.
• Review and revise donor reports, project documentation, technical publications, and external communication materials.

REQUIRED QUALIFICATIONS
• Master’s Degree or International Equivalent in:
  • Epidemiology
  • Public Health
  • Veterinary Medicine
  • Health Informatics
  • Related Field
• Minimum of 5 years’ experience in Health Information Systems implementation, digital health systems, and surveillance strengthening in Low- and Middle-Income Countries (LMICs), preferably Uganda.
• Proven experience working with DHIS2, SORMAS, or similar health information management platforms.
• Strong understanding of infectious disease surveillance systems, data governance, and multisectoral coordination.
• Demonstrated ability to assess complex data systems and develop practical, context-specific solutions.
• Experience supporting large USAID/US Government-funded public health projects or technical implementation programs.
• Strong analytical, facilitation, and capacity-building skills.
• Experience contributing to technical reports, publications, tools, and knowledge products.
• Prior experience in animal health, zoonotic diseases, or One Health initiatives is highly desirable.
• Excellent English communication skills (written and verbal).
• Must be legally authorized to work in Uganda.
ADDITIONAL REQUIREMENTS
• Willingness to travel within Uganda up to 25%.
• Ability to work effectively with multidisciplinary teams and government stakeholders.
• Strong stakeholder engagement and partnership management capabilities.
