BACKGROUND
Enabel in Uganda is seeking to recruit an Entrepreneurship and Resilience Officer based in Arua.
The Entrepreneurship and Resilience Officer will support entrepreneurship, SME growth, and livelihood initiatives for vulnerable youth, women, refugees, and host communities while promoting inclusive and sustainable business practices in West Nile. The role will also oversee partnerships, grants, and technical support aimed at enhancing economic resilience and creating green and decent jobs.
KEY RESPONSIBILITIES
Entrepreneurship and SME Development
• Lead and monitor initiatives that support vulnerable youth, women, refugees, and host communities in establishing sustainable micro and small enterprises.
• Facilitate access to business development services and entrepreneurship support programs.
Partnerships, Grants and Business Support
• Oversee grant implementation and management processes.
• Coordinate with implementing partners and financial institutions.
• Support SMEs through tailored business advisory services and growth strategies.
Technical Support and Inclusive Business Practices
• Provide technical guidance on entrepreneurship development.
• Promote access to finance and financial inclusion initiatives.
• Support green economy approaches and decent work opportunities.
• Strengthen resilience-building interventions within communities and businesses.
Monitoring, Learning and Stakeholder Engagement
• Ensure quality reporting and project documentation.
• Document lessons learned, best practices, and success stories.
• Support partner capacity building and institutional strengthening.
• Contribute to knowledge sharing and project learning initiatives.

PERSON SPECIFICATIONS
Education
• Master’s Degree in Business Administration, Agribusiness, Entrepreneurship, Economics, Development Studies, or a related field.
Experience
• Minimum 5 years of relevant experience in entrepreneurship promotion, business development, SME growth, and livelihoods programming.
• Proven experience working with vulnerable youth, women, refugees, host communities, and private sector actors.
Technical Competencies
• Strong knowledge of entrepreneurship development and SME support.
• Understanding of access to finance and financial inclusion.
• Knowledge of value chain development and inclusive business approaches.
• Good understanding of agribusiness, agricultural aggregation, circular economy, and sustainable business models.
• Experience in green economy initiatives is an added advantage.
Skills
• Strong stakeholder engagement and partnership management skills.
• Excellent analytical, planning, monitoring, and reporting abilities.
• Ability to work independently and effectively in multicultural environments.
