Role Purpose

The Finance Coordinator will support the financial management of Street Child Uganda by ensuring strong financial systems, effective financial controls, accurate financial reporting, and compliance with organizational and donor requirements.
The role will work closely with the Country Director, Programme Teams, Local Partners, and the Regional Finance Manager to ensure financial operations remain efficient, transparent, and compliant.

The position plays a critical role in strengthening financial systems, ensuring accountability, and supporting sustainable organizational development.

Key Responsibilities

1. General Responsibilities
  • Comply with Street Child policies, procedures, and financial standards.
  • Ensure strong financial governance and accountability across all operations.
  • Support programme teams to implement activities within approved budgets.
  • Contribute to organizational planning, learning, and reporting processes.
  • Maintain high standards of integrity, confidentiality, and professionalism.
2. Financial Management & Accounting
  • Ensure timely and accurate recording of all financial transactions.
  • Maintain accounting systems, ledgers, and supporting financial documentation.
  • Monitor cash and bank balances to ensure adequate programme liquidity.
  • Manage cash flow planning and monthly funding requests.
  • Ensure financial records remain complete, accurate, and audit-ready.
  • Review and process payments according to approved policies and delegated authority levels.
  • Maintain strong internal controls and compliance with financial procedures.
  • Ensure proper filing and secure maintenance of all financial records.
3. Budgeting, Forecasting & Financial Planning
  • Support the preparation of country and project budgets.
  • Work closely with programme teams to develop realistic and cost-effective budgets.
  • Monitor expenditure against approved budgets and conduct variance analysis.
  • Prepare monthly budget monitoring reports for management review.
  • Support budget revisions, realignments, and donor budget modification processes.
  • Contribute to financial forecasting and cash flow planning.
  • Support proposal development through project budget preparation and review.
4. Financial Reporting & Donor Compliance
  • Prepare accurate and timely internal and donor financial reports.
  • Ensure compliance with donor regulations, grant agreements, and organizational policies.
  • Monitor project expenditure against donor-approved budgets.
  • Support programme teams in understanding donor financial requirements.
  • Maintain strong financial controls and adherence to established procedures.
  • Support donor audits, financial reviews, and verification exercises.
  • Ensure all supporting documentation meets donor audit standards.
5. Partner Financial Management & Capacity Strengthening
  • Provide financial oversight and support to implementing partners.
  • Review partner budgets, financial reports, and supporting documentation.
  • Conduct partner financial monitoring visits, compliance assessments, and spot checks.
  • Support financial due diligence and organizational capacity assessments.
  • Identify financial and compliance risks and recommend corrective actions.
  • Provide mentoring, coaching, and training to partner finance and programme staff.
  • Strengthen partner financial systems, controls, reporting, and compliance practices.
  • Ensure partner compliance with donor regulations and Street Child requirements.
  • Support partner audits and implementation of audit recommendations.
6. Procurement, Infrastructure & Financial Controls
  • Support procurement processes in compliance with donor and organizational requirements.
  • Review procurement documentation and payment requests.
  • Conduct value-for-money assessments and cost-efficiency reviews.
  • Review contractor payments against approved contracts, bills of quantities, completion certificates, and supporting documentation.
  • Monitor financial performance of school construction, rehabilitation, and infrastructure projects.
  • Conduct financial monitoring and spot checks of infrastructure activities.
  • Maintain procurement and construction records.
  • Support asset management and inventory verification processes.
7. Payroll, Tax & Statutory Compliance
  • Coordinate monthly payroll processing and ensure accuracy and timeliness.
  • Ensure compliance with Ugandan tax legislation and statutory requirements.
  • Manage timely payment of PAYE, NSSF, and other statutory obligations.
  • Support administration of staff benefits and related financial processes.
  • Maintain compliance with all regulatory and financial requirements.
8. Systems Strengthening & Team Support
  • Coordinate internal, donor, and external audits.
  • Ensure timely implementation of audit recommendations.
  • Support identification, assessment, and mitigation of financial risks.
  • Strengthen financial systems, procedures, and internal controls.
  • Provide guidance on financial policies and procedures.
  • Support onboarding and training of staff on finance and compliance requirements.
  • Promote continuous improvement in financial management systems and practices.
  • Support proposal development, organizational growth, and programme start-up processes.

Person Specification

Education & Qualifications
Essential
  • Degree in Accounting, Finance, or a related field.
  • Professional accounting qualification or currently pursuing one.
Desirable
  • Fully qualified accountant (ACCA, CPA, or equivalent).
Experience & Knowledge
Essential
  • Minimum 5 years of experience in finance roles within NGO, development, or humanitarian contexts.
  • Strong experience in financial management, budgeting, and reporting.
  • Experience managing multi-project and multi-donor budgets.
  • Experience working with financial systems and large datasets.
Desirable
  • Experience with donor-funded programmes (UN, EU, and institutional donors).
  • Experience working with local partners and capacity strengthening initiatives.
  • Experience in humanitarian or complex operating environments.
