Monitoring & Evaluation Officer – Enabel Uganda (MEAL | Development | EU Funded Projects | Tourism & Sustainability)

Job Summary
Enabel, the Belgian agency for international cooperation, is seeking a Monitoring and Evaluation Officer to support the WeExplore Project in Uganda. The role is responsible for designing and implementing a strong MEAL system that ensures high-quality data collection, analysis, reporting, and learning for evidence-based decision-making. The position is based in Kampala with frequent field travel and aligns with Enabel and European Union standards.
Key Responsibilities
MEAL System Design & Management
Develop and maintain monitoring and evaluation frameworks, tools, and databases to track project performance, ensure data quality, and support EU reporting standards.
Data Collection & Reporting
Coordinate field monitoring activities, supervise data collection processes, analyze project data, and produce timely, accurate, and high-quality reports for decision-making.
Learning & Adaptive Management
Provide evidence-based insights to project leadership, support adaptive management, and contribute to continuous improvement of project design and implementation.
Capacity Building & Partner Support
Strengthen MEAL capacity of implementing partners, promote data use for accountability, and foster a learning-oriented project culture.
Qualifications & Experience
Master’s degree in M&E, Statistics, Economics, Development Studies, Tourism Management or related field. Minimum 5 years’ experience in monitoring and evaluation, strong experience in data analysis, reporting, and capacity building. Proficiency in tools such as Power BI, SPSS, STATA, KoboToolbox or similar platforms required.
Key Skills & Competencies
Strong analytical and reporting skills, excellent communication and facilitation abilities, strong knowledge of results-based management, ability to work independently, high integrity, strong stakeholder engagement skills, and experience working with NGOs or donor-funded projects.
