Program Quality Technical Advisor II – Catholic Relief Services (CRS Uganda & Ethiopia | NGO | Program Quality | Grants & Donor Funding)

Job Summary
Catholic Relief Services (CRS) is seeking a Program Quality Technical Advisor II to provide expert technical guidance on program quality, grants management, resource mobilization, and strategic program design across Uganda and Ethiopia Country Programs. The role ensures high-quality humanitarian and development programming for conflict-affected, poor, and vulnerable communities, aligned with CRS standards, donor requirements, and global best practices.
Key Responsibilities
Program Quality & Technical Support
Provide technical guidance to program teams on design, implementation, monitoring, evaluation, and quality assurance, ensuring alignment with CRS program standards and donor expectations.
Resource Mobilization & Donor Engagement
Support development of resource mobilization strategies, identify new donor opportunities, lead proposal development processes, and strengthen CRS positioning with bilateral and multilateral donors.
Grants & Project Management
Provide oversight and advisory support across project lifecycle stages including start-up, implementation, and close-out while ensuring compliance with donor regulations and internal policies.
Monitoring, Evaluation, Accountability & Learning (MEAL)
Integrate learning systems, support data collection and analysis, translate findings into actionable program improvements, and strengthen evidence-based programming.
Capacity Building & Knowledge Management
Train, mentor, and coach staff; develop learning strategies; facilitate workshops; and strengthen organizational learning and performance.
Partnerships & External Relations
Build strong relationships with donors, NGOs, research institutions, and stakeholders while representing CRS in technical forums and coordination platforms.
Qualifications & Experience
Bachelor’s degree in International Relations or related field (Master’s preferred), minimum 8 years of international NGO experience in program quality, grants management, or advisory roles, strong experience in proposal development and donor-funded programming, experience in MEAL systems, capacity building, and stakeholder engagement required.
