Operations Manager – ACTED Uganda (Kampala)

Position Overview
The Operations Manager is responsible for overseeing the operational backbone of the ACTED/IMPACT Uganda Hub, ensuring efficient, compliant, and high-quality support across logistics, HR, finance, administration, and field operations.
The role ensures that all operational systems function effectively to support program delivery, strengthen compliance, and improve organizational efficiency within a complex humanitarian environment.
Organization Overview
ACTED has been operating in Uganda since 2004, supporting humanitarian response, resilience building, and sustainable development. ACTED works in partnership with IMPACT Initiatives under the REACH Initiative to strengthen evidence-based decision-making in humanitarian contexts.
Key Responsibilities
1. Operations Management
  • Develop and implement Standard Operating Procedures (SOPs).
  • Identify and resolve operational inefficiencies.
  • Coordinate between ACTED, IMPACT, and internal departments (HR, Finance, Logistics, Security).
  • Manage office administration and legal compliance.
  • Supervise office assets, inventories, guesthouses, and service providers.
  • Support field operations planning and security coordination.
2. Logistics, Procurement & Asset Management
  • Oversee procurement planning and logistics workflows.
  • Ensure supplier management and contract compliance.
  • Monitor stock, deliveries, and office supplies.
  • Manage OSO (Operations Support Officer) performance.
  • Control non-programme expenditure and cost tracking.
3. Human Resources Administration
  • Manage staff mobility (visas, contracts, onboarding, exit processes).
  • Oversee payroll administration and HR documentation.
  • Ensure accurate and updated staff records.
  • Support recruitment processes and staff welfare.
  • Supervise HR operations officer activities.
4. Financial Administration & Budget Support
  • Oversee day-to-day financial operations.
  • Ensure proper accounting, cash management, and documentation.
  • Support budget tracking and expenditure validation.
  • Coordinate with finance departments for compliance.
5. Transparency, Compliance & Audit
  • Ensure adherence to internal and external audit requirements.
  • Maintain operational documentation for accountability.
  • Strengthen compliance systems across all operations.
  • Support audit follow-ups and reporting.
6. Security & Risk Management
  • Support security documentation and contingency planning.
  • Ensure compliance with minimum operating security standards.
  • Coordinate with security teams on field movements.
  • Monitor operational risks across offices and field activities.
7. External Engagement
  • Maintain relationships with government ministries and agencies.
  • Support operational registration and regulatory compliance.
  • Liaise with local authorities and service providers.
Qualifications & Experience
Education
  • Bachelor’s degree in Business Administration, Finance, HR, Logistics, or related field.
  • Master’s degree is an added advantage.
Experience
  • Minimum 7 years of experience in operations management.
  • Strong background in NGO operations (Finance, HR, Logistics, Administration).
  • Experience in complex multi-layered environments.
  • Proven leadership and team management experience.
Skills & Competencies

  • Strong problem-solving and analytical skills.
  • Excellent communication and stakeholder management.
  • Ability to work under pressure and manage priorities.
  • Strong understanding of compliance and risk management.
