JOB DESCRIPTION – OPERATIONS AND FINANCE OFFICER

Programme Overview
The Tackling Deadly Diseases in Africa Programme Phase 2 (TDDAP2), funded by the UK Foreign, Commonwealth and Development Office (FCDO), aims to strengthen health security across Africa.
The programme supports:
  • Prevention, detection, and response to infectious disease threats
  • Strengthening national health systems
  • Enhancing laboratory and surveillance capacity
  • Building Antimicrobial Resistance (AMR) governance systems
  • Promoting One Health, gender equity, and social inclusion
Countries include Uganda, Kenya, Ghana, Malawi, and DRC.
Job Summary
The Operations and Finance Officer will support efficient programme operations and ensure sound financial management in compliance with Palladium policies and donor (FCDO) requirements. The role ensures strong internal controls, accurate reporting, and efficient operational support for programme implementation in Uganda.
Key Responsibilities
1. Finance Management
  • Process vendor payments in line with donor and organisational policies
  • Support compliance with financial controls and procedures
  • Prepare monthly petty cash reports
  • Maintain cashbooks, vouchers, and payment approval documentation
  • Perform monthly bank and petty cash reconciliations
  • Ensure proper filing and audit readiness of financial records
  • Maintain fixed asset registers and updates
  • Support daily financial management tasks
2. Operations Support
  • Ensure compliance with Palladium and FCDO policies and SOPs
  • Support procurement processes including quotations, vendor selection, and contract administration
  • Coordinate logistics for meetings, workshops, and field activities
  • Manage participant registration for events and trainings
  • Arrange travel for staff and visitors in line with security protocols
  • Maintain document management systems (including SharePoint)
  • Take meeting minutes and distribute reports
  • Support general operational coordination tasks
3. Compliance & Coordination
  • Ensure adherence to donor and organisational compliance standards
  • Maintain strong internal controls and audit readiness
  • Support implementation of security protocols and SOPs
  • Assist in improving operational processes where needed

  • Experience in donor-funded environments (FCDO, USAID, UN)
  • Procurement and vendor management experience
  • Strong analytical and problem-solving abilities
  • Excellent communication and interpersonal skills
  • Ability to work independently under pressure
  • Strong stakeholder coordination skills
  • Flexibility and adaptability in fast-paced environments
  • Experience with payment systems (e.g., mobile money platforms) is an advantage
Qualifications & Experience
  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field
  • Strong proficiency in MS Excel, Word, and PowerPoint
  • Experience with CostPoint system is an added advantage
  • Experience working on donor-funded projects (FCDO, USAID, UN) is highly desirable
  • Strong understanding of financial reporting and compliance standards
